Special Report on Inoperability of Fire Barriers

- The Omaha Public Power District (0 PPD), holder of Operating License DPR-40, submits this report pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification 2.19, " Fire Protection System."

FortCalhounStationUnitNo.1TechnicalSpecification2.19(7) states"All p(enetration intact). .Withfire barriers protecting a penetration safety-related fire barrier areas non functional, shall within onebehour, functional

- either establish a continuous fire watch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of

,the penetration and establish an hourly fire watch patrol. Restore the nonfunctional penetration to functional status within.7 days, or prepare and submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3 of the Technical Specifications,within an additional 30 days outlining action

'taken, the case, and plans and-schedule for restoring the penetration to functional status."'

On December 13, 1989 during performance of fire barrier penetration surveillance testing the fire barrier seals listed below were discovered to be in a degraded condition and were declared inoperable. Specific repair procedures for the degraded seals are presently being evaluated. It is expected that repairs to the degraded seals will be. completed by February _23, 1990. .

.- *LIC-90-0043 Page 2 In addition, on December 19, 1989 fire barrier penetration 20-E-7 was breached to perform a modification that involved installing new cables through the penetration. This fire barrier remained inoperable for greater than the 7 days allowed by Technical Specifications due to difficulties in performing inspections to determine if the modification had degraded the rating of tie barrier. An evaluation was performed to establish that the modification had not degraded the barrier from its original rating and the barrier was declared operable on January 9, 1990. As required by Technical Specifications the required compensatory measures were in place for the entire time period that the barrier was inoperable.
