' Spec.ial Report on Inoperability of Fire Barriers The Omaha Public Power Diswict, holder of Operating License DPR-40, subntits this special~ report pursuant to the requirements of Fort Calhoun Station Unit

' No.1 Technical Specifications 2.19 and 5.9.3.

Fort Calhoun Station Un' ~ No'.'1 Technical Specification Section 2.19(7) states i "All penetration fire barriers protecting safety-related areas shall be functional (intact). With a penetration fire barrier non-function:.1, within c one hour, either establish a continuous fire watch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side' of the penetration and establist, an hourly fire watch patrol.

Restore the non-functional penetration to functional status within 7 days, or prepare and submit a report to the Nuclear Regulatory Commission, pursuant to Section,5.9.3 of the Technical Specifications, within an additional 30 days outlining action taken, the cause, and the plans and schedule for restoring

'the penetration to functional status."

On Setember 20, 1989 fire barrier penetration seals 19-E-39 and 19-W-14 were breacled to facilitate heat exchanger maintenance. Due to the scope of the maintenance operation it was not possible to restore the penetrations to an

. operable status within the prescribed Technical Specification time limitations. The penetrations remain inoperable to su) port the maintenance operation. It is expected that the penetrations will ae restered to operable status by December 30, 1989, at which time a follow up report will be submitted. As required by Technical Specifications, compensatory measures were implemented at the time the barriers were breached and will remain in place until the barriers are restored to operable status, 7

U. S. Nuclear Regulatory Commission LIC-89 962 Page 2 On September 26, 1989 a modification which involved the routing of instrument tubing rendered fire barrier penetration 81-N-23 inoperable. Due to complications in obtaining an acceptable penetration seal configuration this penetration was not restored to operable status until October 17, 1989. This penetration was inoperable for greater than the seven day time limit prescribed by Technical Specifications. As required by Technical Specifications, ccmpensatory measures were in place during the entire time period that this penetration was inoperable. As this penetration has been restored to operable status, no follow-up report will be submitted.

On October 6,1989 fire door 1013-7 was declared inoperable because the gap between the door and the frame exceeded the surveillance test acceptance criteria for operability. This door has been inoperable for greater than the seven day time allowed by Technical Specifications. An evaluation will be performed to determine acceptability of the door in its present configuration by Dec. 31, 1989, at which time a follow-up report will be submitted. As required by Technical Specifications, compensatory measures were established at the time the door was declared inoperable and will remain in place until '
