Special Report on Inoperability of Fire Protection Equipment The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specifications 2.19 and 5.9.3.

Fort Calhoun Station Unit No.1 Technical Specification 2.19(7) states "All penetration fire barriers protecting safety-related areas shall be functional '

(intact). With a penetration fire barrier nonfunctional, within one hour, either establish a continuous fire watch on at least one side of the affected penetration, or verify operability of fire detectors on at least one side of the penetration and establish an hourly fire watch patrol. Restore the nonfunctional penetration to functional status within 7 days, or prepare and I submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3 $

of the Technical Specification, within an additional 30 days outlining action taken, the cause, and plans and schedule for restoring the penetration to functional status."

On November 16, 1989 fire door 1011-8 was declared inoperable due to broken anchor bolts in the door frame. This door remains inoperable awaiting parts delivery to repair the frame anchors. It is expected that this door will be repaired by February 2, 1990. As required by Technical Specifications, compensatory measures were implemented at the time the door was declared inoperable and will remain in place until the door is restored to operable status.

On November 21, 1989 fire door 1007-44 was declared inoperable for administrative purposes. Door 1007-44, which is a large roll up door, is required to be opened periodically to facilitate scaffold erection for a modification. As required by Technical Specifications, compensatory measures ware implemented at the time the door was declared inoperable and will remain in place until such time that the door can be declared operable. It is expected that this door will be declared operable by June 1,1990.

LI Nuclear Regulatory Commission Page 2 Fort Calhoun Station Unit No.1 Technical Specification 2.19(4) states " Fire suppressions water system shall be operable, except during system testing, jockey pump maintenance or training (not to exceed 7 consecutive days) with both fire pumps, each with a minimum capacity of 1800 gpm, with their discharge 1 aligned to the fire suppression header and automatic initiation logic for each pump. With less than the above required equipment, restore the inoperable equipment to operable status within 7 days, or if equipment is not restored to operable status within 7 days, prepare and submit a report to the Nuclear ,

Regulatory Commission, pursuant to Section 5.9.3.1 of the Technical Specifications, within the next 30 days, outlining the plans and procedures to i be used to provide for the loss of the system and the cause of the malfunc-tion."

On Novembt.r 23, 1989 the diesel fire pump was declared inoperable. Cause of inoperability was a broken section of ) ump discharge pipe which prevents the diesel fire pump from discharging to tie fire suppression header. The electric fire pump has been operable for the entire time period that the diesel fire pump has been inoperable. The diesel fire pump engine and pump remain functional and can be used to discharge to the fire suppression header through

! the use of hose cross connects from the diesel fire pump test header to the electric fire pump test header or to available fire hydrants. t Replacement work for the broken sectior of discharge piping is in progress under MWO 895533 and is expected to be complete prior to January 26, 1990.
