Grand Gulf Nuclear Station Units 1 and 2 License No. NPF-13 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-82/34, Interim Report # 1, HFA Relay Contact Settings AECM-82/372 On August 2, 1982, Mississippi Power & Light Company notified Mr. R.

Butcher, of your of fice, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the lucorrect " wipe" setting of normally closed contacts which had been con-verted from nornally open contacts on some HFA relays.

We have determined that thi<, deficiency is reportable under the provisions of 10CFR21 for Unit i and under the provision of 10CFR50.55(e) for Unit 2. Notification as to the applicability of 10CFR21 for Unit I was nade by telephone to Mr. R. Butcher, NRC Region II, on August 31, 1982. The deter-mination as to 10CFR21 applicability for Unit 2 has not been made at this time.

Our Interim Report is included as an Attachment. A Final Report is expected to be submitted by November 12, 1982.

4 Nature of the deficiency ... and the safety hazard which ... could be created by such a deficiency ...:

A. Description of the Deficiency The deficiency concerns the incorrect " wipe" setting of normally closed (NC) contacts on some HFA relays which had been converted from normally open (NO) contacts. Seismic qualification was per-formed by General Electric with correct contact " wipe" settings; therefore, a relay with less than a minimum wipe setting does not fall within the component qualification limits.

B. Analytis of Safety implications The failure of NC contacts to trip the reactor recirculation pumps, per design, due to a turbine stop valve closure or a tur-bine control valve fast closure, might create thermal transtents which may lead to fuel cladding failure.

5. The date on which the information of such deficiency ... was obtained.

Mississippi Power and Light received information of the deficiency on July 30, 1982. We reported the deficiency to Mr. R. Butcher, of your of fice, as a Potentially Reportable Deficiency for Unit 2 on that date and, also, stated that an evaluation would be performed to determine applicability of Part 21 for Unit 1. An evaluation for Part 21 has been completed and the MP&L " Responsible Of fice r," Mr. J. P. McGaughy, Jr. ,

will be notified when he returns to his of fice. This deficiency is also applicable to Unit 2 under the provisions of 10CFR50.55(e), however the determination for 10CFR21 applicabiltty for Unit 2 has not been made at this time.

6. In the case of the baste component .. . the number and location of all such components.

MP&L received knowledge of the defective equipment from General Electric. General Electric has indicated in their report to the NRC that they are notifying those factllties which may be affected by the subject defect.

7. The corrective action which has been taken .. . the name of the individual ... responsible for the action; and the length of time that has been ... taken to complete the action.

A. Corrective Actions Taken General Electric has issued FDL WAVA for problem identification and correction in GGNS Unit 1.

MP&L has, at this time, inspected and correctel 18 of the 24 relays identified by G..neral Electric in FDI WAVA. DCP-8?/3122 will be issued by MP&L to inspect and correct the remaining 6 relays identified. Bechtel has been requested to review their scope of supply to determine if they have supplied HPA relays with a similiar potential defect.

General Electric has issued FDI WBSH for Unit 2 inspection and correction for the NSSS scope of supply and Bechtel has issued Quality Action Request (QAR) 354 for the BOP scope of supply for Unit 2.

It is expected that all inspections and corrective actions for Unit I will be completed by October 30, 1982.

A specific date for the completion of the Unit 2 actions has not been determined at this time. However, they are expected to be completed prior to Unit 2 fuel load.

It is expected that MP&L will submit a final report for Unit I on or before November 12, 1982.

8. Any advice related to the deficiency ... that has been, is being, or will be given to purchasers or licensees:

As the deficiency did not originate with HP&L, we have no advice to offer.
