A. Taylor, of your of fice, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns f the spare Woodward Governor for the HPCS Diesel Generator.

l Our investigation into this matter is continuing. Our Interim reperc is attached. We expect to provide our final report on or before December 1, 1981.

INTERIM REPORT FOR PRD-81/37 I. Description of the Deficiency The Woodward Governor Company, . manufacturer of the spare governor (Part No. 8240-410) for the.HPCS: diesel generator, advised Power. Systems (division of Morrison-Knudsen) of a possibly defective droop lever spring (Part No. 1540-523) in this governor. This spring ~ is part of t a manufacturing lot which is suspected to have been improperly stress relieved. EPower Systems subsequently notified General Electric of the condition.

If this droop lever spring were to break, the governor would cause an indication of minimum availability of fuel to the diesel engine. ' This would .cause a shutdown of the-diesel generator, thereby reducing the capability of safely shutting down he plant.

II. Approach to Resolution of the Problem "

MP&L is continuing to investigate the use of the governor on the HPCS-diesel generator at Grand Gulf. To date the determination has not been made that the specified governor has been received, installed or used. MP&L is pursuing this matter with both the Architect / Engineer and.NSSS supplier.

III. Status of Proposed Resolution

As previously stated, this matter remains under investigation by General Electric, and MP&L Project Engineering.

the applicability of the problem to Grand Gulf.- '

V. Date When Final Report Will Be Submitted

We expect to submit our final report on this deficiency on or before December 1, 1981.
