Dear Mr. Keppler:

This letter is the second Interim Report pursuant to 10CFR50.55(e) con erning NAMCO Controls limit switches. This problem was identified to Mr. Landsman of the h7C Region III Office of Inspection and Enforcement on February 10, 1981, by Mr. W. J. Kacer of The Cleveland Electric Illuminating Company. The first Interim Report was transmitted to you on February 11, 1981.

Corrective Action As described in the February 11 report, all deficient limit switches procured from NAMCO, as a subvendor supp'ier, will be replaced through new procurement by CEI.

Since the filing of that report, actions planned to assure the acceptability of the switches procured by CEI have been changed because the NAMCO Controls Quality Assurance Program has been revised and developed to meet the require-ments of 10CFR50, Appendix B.

A Pre-Award Survey was conducted from July 28 through 29, 1981, at the NAMCO Controls facility in Jefferson, Ohio, to assess the adequacy and effectiveness of their revised Quality Assurance Program. In general, conditions were found to be acceptable, however, several deficiencies were noted. NAMCO has been advised that corrective action for these deficiencies must be implemented on work contracted by CEI.

With respect to Quality Assurance requirements to be contractually imposed on NAMCO, planned action now includes incorporating a Quality Assurance attachment specification into the procurement specification. Additionally, several specific requirements regarding document submittal, review and approval, and subsequent fabrication release by CEI to NAMCO will be inclided.

4 Mr. James G, Keppler August 28, 1981 As described in the previous report on this matter, a Perry Project inspector will be at NAMCO during fabrication of the entire order to ensure compliance with CEI quality requirements.

A final report will be submitted af ter receipt of acceptable, qualified limit switches. Based on communications between CEI and NAMCO, we anticipate some re-design and testing being performed to ensure the qualification of all limit switches to be procured. Consequently, the date of final report submittal should be October 29, 1982.
