'>P Attention: Mr. J. P. O'Reilly, Director \

Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-81/14, Final Report Material Unqualified for FSAR Accident Conditions AECM-81/279 On February 24, 1981, Mississippi Power & Light Company notified Mr. P. A. Taylor, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the use of certain materials, in components supplied for use inside the containment, which are not environmentally qualified for operation under certain accident conditions.

We have determined that this condition is a small part of the overall concern expressed by the NRC pertaining to the qualification of equipment for service conditions expected to exist following a Loss of Coolant Accident or High Energy Line Break.

Accordingly, applicants for Nuclear Power Plant operating licenses have been required by NUREG-0588 to compare equipment qualification records against the "new" environmental conditions and to establish a program for requalification or replacement of the equipment not in compliance with the new environmental conditions imposed by the application of NUREG-0588.

MP&L proposes, therefore, to respond to the generic issue by our response to NUREG-0588. As a result, MP&L is submitting this letter as a final report on this PRD.

Yours truly 8108130078 810731 PDR ADOCK 05000416 PDR ay J. P. McGaughy, Jr.
