AECM-80/190, 8/15/80 On July 18, 1980, Mississippi Power & Light Company notified Mr. F.

Cantrell of your office of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns ASME III socket welds which were identified during IE Inspec-tion 50-416/80-13.

Due to the depth of the required inspections, our investigation is not complete. We have, however, determined this deficiency to be re-portable under 10CFR50.55(e) for the reasons noted in the attached report. A final determination of reportability under 10CFR Part 21 has not been made. We expect to complete our investigations and corrective actions and submit a final report by September 9, 1981.

Attachmint to AECM-81/58 Page 1 of 1 INTERIM REPORT PRD-80/43 I. Description of Deficiency A generic problem with the leg size of installed fillet and socket welds was discovered on the GGNS jobsite. This problem is common to both Units 1 and 2 safety related systems.

To determine the extent of the condition, the Constructor initiated an investigation. A total of five hundred and thirteen (513) ASME Section III socket welds were reinspected and fifty three (53) of these welds were identified as being in noncompliance with the ASME Code. Calculations by our Architect / Engineer show that, although the welds in question were in noncompliance to tha ASME code min-imum size criteria, all welds were structurally adequate.

Although there would have been no impact on the safe operation of the power plant over its expected lifetime, caused by the welds in i

the original sample, the generic discrepancy is considered reportable under 10CFR50.55(e) (1) (i) & (111) .

II. Approach to Resolution of the Problem / Status of Approach

1. Due to the large number of rejects in the original sample of 513 welds, reinspection of all accessible "Q"/ASME III Class 1, 2, and 3 socket welds, and re-evaluation of welds on safety related supports is being performed. Unaccessible welds have been documented on nonconformance documents and are being evaluated by Architect / Engineer for required actions.
2. The Architect / Engineer is also evaluating a sampling of fillet type welds (other than ASME Section III and welds on safety related supports) to determine what actions may be required.

The investigation on hanger fillet welds is being tracked by the Constructor's Management Corrective Action Report CMCAR)-

3. All involved welders /pipefitters/ welding QC Engineers have been instructed on minimum requirements for weld sizes.
4. A bulletin on proper weld sizes has been incorporated into the work plan / procedure.

III. Reasons for Delay in Final Report Constructors / Architect / Engineer's investigations are still in progress. MCAR-95 tracks the corrective actions.

IV. Projected Date for Final Report We project completion of all corrective actions and submission of our final report by September 9, 1981.
