A. Taylor, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction ute. The deficiency concerns the Klockner-Moeller-supplied starter / breaker (24-inch) plug-in drawers installed in the 480-volt Motor Control Centurs (MCC's) not being seis=ically qualified.

This condition has been deter =ined to be reportable under the provisions of 10CFR50.55(e)1(ii). Investigation for reportability under 10CFR21 is continuing.

We expect to provide a final report of this deficiency on ,2r before June 1, 1981.

Attachment to AECM-81/120 Page 1 of 2 INTERIM REPORT NO. 1 TO PRD-81/16 I. Description of the Deficiency On February 27, 1981, Mississippi Power & Light Company notified the Nuclear Regulatory Commission of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the Klockner-Moeller-supplied starter / breaker (24-inch) plug-in drawers not being seismically qualified.

The following MCCs in System Z77 are affected:

15B42 (F4) 15B21 (14) 16B 1 (II) 15B61 (E1) 16B61 (D1)

The loss of the MCCs listed above, with the exception of 15B42 (F4),

affects the functioning of the Class IE Switchgear and Battery Room HVAC Systems. This condition further affects all Division 1 and 2 power supplies to all Class IE plant systems.

II. Approach to Resolution of the Problem Klockner-Moeller will replace the 24-inch drawer with a seismically qualified 18-inch drawer. The new size 3, non-reversing starter breaker will be mounted on an 18-inch frame. Associated hardware will include a 6-inch filler plate and a divider partition to convert the original 24-

inch space to an 18-inch compartment. The installation will be performed by the constructor in compliance with Klockner-Moeller instructions. This modification will comply with seismic qualification requirements.

Corrective actions on this deficiency were originally being tracked pr QAR-F-293. "This QAR has been closed and elevated to tracking by MCAR-114. MCC 15B42 (F4) continues to be tracked per MCAR-101.

III. Status of the Proposed Resolution

' The 18-inch drawers are on site to replace the 24-inch drawers. In order to-conduct replacement of these components, de-energization of the syatem:is-required. Evaluation is being made as to the most desirable time to accomplish this.

IV. Reason Why A Final Report'Will Be Delayed Investigation is continuing into the reportability under 10CFR21.
