Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-81/04, Mounting Straps on Tuttle & Bailey Air Diffusers, Interim Report #1 AECM-81/86 On January 29, 1981, Mississippi Power & Light Company notified Mr. J.

Rausch, of your office, of a Potentially Reportable Deficiency (PRD) in the Grand Gulf Nuclear Station (CGNS) construction site. The deficiency concerns the design of mounting straps on HVAC Air Diffusers supplied by Tuttle &

Bailey.

For the reasons outlined in our attached interim report, we have determined this deficiency reportable under 10CFR50.55(e). Our investigation as to reportability under 10CFR21 continues. We expect to provide a final response by July 22, 1981.

Attachment to AECM-81/86 Page 1 of 1 INTERIM REPORT NO. 1 PRD-81/04 I. Description of the Deficiency The detail, given the Constructor by the vendor (Tuttle & Bailey) for mounting HVAC Type DAE Air Supply Diffusers to the duct collars does not appear capable of taking seismic loading. This could have resulted in

, unacceptable installation. To date, no diffusers have been permanently installed in areas containing safety related equipment (i.e., II/I areas).

All HVAC ductwork systems routed in areas of the plant containing safety related equipment could have been sffected. However, since no diffusers had been installed in II/I areas, there is no effect on plant systems.

This deficiency is applicable to both Units I and II.

Due to the possibility that these diffusers could have fallen out of the ductwork and impacted a safety related component, we have determined this deficiency to be reportable under 10CFR50.55(e). Our investigation into repottability under 10CFR21 will continue.

II. Approach to Resolution of the Problem The specific cause for this deficiency is under investigation. Because the deficiency in de C gn was detected prior to actual installation, the extent is limited to oesign.

Our corrective actions, including actions to prevent recurrence, will be based upon de ermination of cause.

III. Status of Proposed Resolution We are currently working with our Architect / Engineer to determine the cause of this deficiency. Upon determination of cause, corrective actions will be developed and initiated.

IV. Rtasoa For Delay of final Report Architect / Engineer's investigations into cause are not complete.

V. Date of Final Report We are scheduling completion of all corrective actions and submission of our final report on July 22, 1981.
