Perry duelear Power Plant Interi= Report on Procurement of NAMCO Controls Li=it Switches This letter is an interi= report as required by 10CFR50.55(e) (3) on NAMCO Controls li=it switches. This proble= was identified to Mr. Landsman of the NRC Region III Office of Inspection and Enforce =ent on February 10, 1981, by Mr. W. J. Kacer of The Cleveland Electric Illu=inating Cc=pany.

Description of Deficiency The Cleveland Electric Illu=inating Co=pany (CEI) awarded pro-curement specifications to various valve vendors for the fabri-cation of equipment to be installed in the Perry Nuclear Power Plant. These specifications required our vendors to procure NAMCO limit switches, Model EA 180 and EA 740 to be installed on so=e of these valves. As a result of an audit conducted by CEI Quality Assurance, it was deter =ined that the overall NAMCO Controls Quality Assurance Progra= vas inadequate in imple=enting require =ents defined by their Quality Assurance Manual, 10CFR50, Appendix 3, and CEI's Quality Assurance require =ents.

Analysis of Safety Implications Without'an adequate Quality Assurance Progra= there is no assur-ance that the product CE1 has received was fabricated the same as the prototype which NAMCO qualified to IEEE 323. Without an effective quality progra= i=ple=ented on the fabrication of the NAMCO li=it switches, CEI cannot place any credibility in NAMCO's

Mr. James G. Keppler February 11, 1981 Corrective Action In order to rectify this potential problem, CEI will replace all those limit switches which have been procured through vendors from NAMCO with new ones purchased direct by CEI. An addendum to NAMCO's Quality Assurance Program will be imposed upon NAMCO by CEI. This addendum was written by CEI and must be applied to the switches NAMCO will be supplying for this new contract. A Perry Project inspector will be at NAMCO during the entire fabrication to assure CEI Quality requirements will be met.

The questionable limit switches procured from NAMCO by CEI's vendors, to be used in a safety-related application, are being tagged "non-conforming" and placed on hold-to prevent inadvertent use.

These switches will not be used for any safety-related applications.

Based on the receipt of these new limit switches, a final report should be st.b-mitted by August 29, 1981.
