Hunt, of your office, of a Potentially Reportable Deficiency (PRD) regarding a defective link rod assembly on the standby diesel generators supplied by Transamerica Delaval, Inc.

Attached is our interim report. We expect to provide our final determination of reportability by July, 1983. This condition is being tracked by Bechtel QAR F-244.

notified MP&L that they had filed a 10CFR21 report with the USNRC. The report concerned a potential defect in the link rod assembly in which the dowel counterbore in the link rod may be too shallow. The defective link rod could lead to a link rod bolt failure, thereby rendering the engine nonavailable. The defect is limited to the model DSRV 12, DSRV 16, and DSRV 18 built before February 1980.

II. Approach to Resolution of Deficiency The Constructor is to inspect the diesel generators, using written instructicas and procedures furnished by the supplier.

III. Status of Proposed Resolution The Constructor has investigated and determined, through inspec-tion, that the Unit I Diesel Generator Engines, S/N 74033-2624 and S/N 74034-2625, are within the specified tolerances. Based on this inspection, no potential problem exists for standby diesel link rod assemblies for Unit I engines.

The Unit II engines have not been inspected because they are cur-rently under field storage. These engines are to be inspected af ter they are installed on their permanent foundations.

IV. Reasons for Delaying Final Report Unit II Standby Diesel Generators are not available for inspection.

V. Projected Final Report Submittal Date The final report will be aubmitted prior to the release of the Diesel Generators by the Constructor to the Checkout & Turnover Organization. It is estimated this inspection will be acecmplished by December. 1983.
