AUDIT REPORT FOR VOGTLE ELECTRIC GENERATING PLANT UNIT 4, REQUEST FOR LICENSE AMENDMENT:

REINFORCEMENT CHANGES FOR WALL L AND WALL 7.3 (LAR-19-016R1)

By letter dated August 22, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML19234A327), Southern Nuclear Operating Company (SNC or licensee) requested an amendment to Combined License (COL) Number NPF-92, for Vogtle Electric Generating Plant (VEGP) Unit 4. The amendment proposed to depart from AP1000 Design Control Document (DCD) Tier 2* material that has been incorporated into the Updated Final Safety Analysis Report (UFSAR). The proposed departure consists of changes to Tier 2* information in the UFSAR to change the provided area of horizontal reinforcement for VEGP Unit 4 Wall L and Wall 7.3 from elevation 117'-6" to 135'-3". The NRC issued an audit summary dated October 11, 2019 (ADAMS Accession No. ML19280D872) to document the audit regarding the proposed horizontal reinforcement. Subsequently, by letter dated October 25, 2019, SNC revised its request in LAR-19-016R1 (ADAMS Accession No. ML19298D420), to change the provided area of vertical reinforcement for VEGP Unit 4 Wall L from elevation 117'-6" to 135'-3" in addition to the previously submitted horizontal reinforcement changes.

V. Hall Staff from the Structural, Civil, Geotech Engineering Branches (NRR/DEX/ESEA and NRR/DEX/ESEB) conducted an audit from September 9 to November 26, 2019, via the Westinghouse Electric Companys electronic reading room. The purpose of the audit was to gain a better understanding of the licensees proposed changes by examining relevant documented evidence that supports reaching a conclusion of reasonable assurance and reviewing related documentation and non-docketed information to compliance with applicable regulations.

Report of Regulatory Audit License Amendment Related to Reinforcement Changes for Wall L and Wall 7.3 Vogtle Electric Generating Plant, Unit 4 (LAR 19-016R1)

A. The purpose of this audit is to gain a better understanding of the calculations associated with LAR 19-016.

B. Bases This regulatory audit is based on the following:

  • VEGP Units 3 and 4 UFSAR Revision 8, Chapter 3, Design of Structures, Components, Equipment and Systems, Appendix 3H, Auxiliary and Shield Building Critical Sections (ADAMS Accession No. ML19171A061).

The audit plan is available in ADAMS under Accession No. ML19248C020.

C. Logistics Date: September 9, 2019 - December 2, 2019 Location: The audit was conducted through the Westinghouse Electric Companys electronic reading room.

G. Description of Audit Activities and Summary of Observations The NRC staff examined documentation supporting LAR-19-016. Specifically, the staff examined the nonconformance and disposition reports as noted in Section F above associated with the non-conformances and deviations for Walls 7.3 and L. The reports provided the evaluation used to determine the revised minimum provided area of steel in the walls and justified the acceptability of the revised value as compared to the reinforcement values required listed in UFSAR Tables 3H.5-5 and 3H.5-7. Based on the staffs evaluation, the staff noted that SNCs evaluation of the as-built reinforcement area as compared to the design requirements are reasonable.

H. Exit Briefing The staffs audit exit briefing was conducted on November 26, 2019. The staff indicated there were currently no additional information needed for the review.

I. Requests for Additional Information (RAI) Resulting from Audit No RAIs were issued because of this audit.

J. Open Items and Proposed Closure Paths There were no open items from the audit.

K. Deviations from the Audit Plan The audit was extended from September 25, 2019 to December 2, 2019, to allow staff additional time to examine the documents regarding horizontal and vertical reinforcement changes.
