NOTICE OF NO OBJECTION FOR PRELIMINARY AMENDMENT REQUEST (LAR-19-016-2), REINFORCEMENT CHANGES FOR WALL L, FOR THE VOGTLE ELECTRIC GENERATING PLANT UNIT 4 (EPID: L-2019-LLA-0181)
Dear Mr. Whitley:
By letter dated October 25, 2019, Southern Nuclear Operating Company (SNC) submitted Preliminary Amendment Request (PAR) 19-016-2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19298D449). SNC also submitted License Amendment Request (LAR)19-016 on August 22, 2019 (ADAMS Accession No. ML19234A327), to change the provided area of horizontal reinforcement for the Vogtle Electric Generating Plant (VEGP) Unit 4 Wall L and Wall 7.3. LAR-19-016 was revised by LAR-19-016R1 on October 25, 2019 (ADAMS Accession No. ML19298D420), to change the provided area of vertical reinforcement for VEGP Unit 4 Wall L in addition to the horizontal reinforcement. By PAR-19-016-2, SNC notified the U.S. Nuclear Regulatory Commission (NRC) that, absent NRC objection, pending the outcome of the NRCs detailed technical review of LAR-19-016 dated August 23, 2019, as revised by letter dated October 25, 2019, SNC will proceed with construction activities outlined in Section 7 of the Enclosure to PAR-19-016-2.
As required by License Condition 2.D(1), the NRC has received LAR-19-016 and revised LAR-19-016R1. LAR-19-016R1 was referenced in PAR-19-016-2. The staff has evaluated the license amendment documentation supporting LAR 19-016 and has determined that there is sufficient information to accept LAR-19-016 for detailed technical review (ADAMS Accession No. ML19246A274).
The NRC staff has determined that PAR-19-016-2 contained sufficient information on the impact of the proposed plant change on associated Inspections, Tests, Analyses and Acceptance Criteria. In addition, the NRC staff has reviewed the scope of PAR-19-016-2 and found that it is consistent with the changes from the current licensing basis as requested in LAR-19-016R1.
Therefore, the NRC has no objection to SNC proceeding with the construction of the proposed plant change identified in PAR-19-016-2 pending the outcome of the NRCs detailed technical review of LAR-19-016, as revised by LAR-19-016R1. SNC acknowledges that if LAR-19-016R1 is denied, SNC will return the plant to its current licensing basis as required by License Condition 2.D.(1)(b).
