South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Third Interim Report on the Reportable Deficiency Concerning the Polar Crane Rail Tie Down Studs On March 20, 1980, pursuant to 10CFR50.55(e), Houston Lighting & Power notified your office of a reportable deficiency concerning broken tie-down studs in the Reactor Containment Building Unit 1 polar crane rail system. As indicated in the second interim report (ST-HL-AE-484), Houston Lighting & Power has directed Brown & Root Engineering to further evaluate the as-built conditions for the polar crane rail system and the crane operation to determine if any other causes contri-buted to the stud failures.

Brown & Root is continuing to evaluate the as-built conditions and the polar crane operation at this time; however, the following preliminary observations have been made,

a. Based on a thorough review of the crane rail system calculations, it is believed that the stud failures were not caused by inadequate design.
b. Deviations from the design alignment have been observed in the as-built curvature of the rails.
c. Rail splice locations in some instances were observed to be close to the rail tie-down clip system. Surface evidence of contact has been noted where splice bolts have hit the tie-down studs,
d. The wear pattern observed on the crane wheels has been discur. sed with the manufacturer. The crane mechanical system will be evaluated when the polar crane is operational. 3o/9 5
