LER ATTACHMENT - RO NO. 1-80-59 Facility: BSEP Unit Nos. 1 & 2 Event Date: July 16, 1980 Carolina Power & Light Comeany was informed by General Electric that the Brunswick Steam Electric Plant (BSEP) process computer is not using the correct fuel lengthe for 8 x 8 8 x 8R, and P8 x 8R fuel when calculating MTPF. The process computer -

uses a length of 144 inches for all fuel types whereas the 8 x 8 fuel is actually 146 inches long and the 8 x 8R and P8 x 8R are 150 inches long. When TPF is cal-culated during power operation, gain adjustments are not made until TPF approaches the Technical Specification value of 2.48 (8 x 8R and P8 x 8R) and/or 2.45 (8 x 8);

however, the gain should have been adjusted when a value of 2.387 (8 x 8R and P8 x 8R) and/or 2.425 (8 x 8) was reached. This inaccurate gain adjustment has been occurring since cycle tuo on Unit No. 2 and since initial startup on Unit No. 1.

GE has recommended that a Technical Specification change be requested which will define the adjusting of the APRM flow-biased scram and rod block setpoints in terms other than peaking factors. This will elininate the need to redefine the peaking factor limit for each new fuel. They recocmend that DTPF be replaced with FRP where: MTPF MFLHGR DTPF = Design Total Peaking Factor /

MTPF = Maximum Total Peaking Factor FRP = Fraction of Rated Power MFLHGR= Maximum Fraction of Limiting Linear Heat Generation Rate This would require only one calculation, regardless of the number of fuel types.

A Technical Specification change is t ting prepared to submit to the Commission to address this concern. ,
