Procedural Violation in Cutting Rebar AECM-80/146

- On June 2, 1980, Mississippi Power & Light Company notified Mr.

M. Hunt of your office of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station construction site. The deficiency concerns the cutting of rebar in violation of procedures. This de-ficiency was noted during Mr. Hunt's site inspection 416-F0/12 of May 27-30, 1980.

Our constructor issued a Stop Work Order on May 30, 1980 to stop hole drilling operations for electrical support. The Stop Work Order was lifted on May 31, 1980 after both Craf: and Field Engineering per-sonnel had been indor.tcfr.2:ed and trained to the requirements of the work procedure. Our investigation into the extent and scope of the deficiency has not been completed. The completion of this investiga-tion and engineering evaluation of safety implications is scheduled for October, 1980.

We expect to submit a determir.ction of reportability and final report on this deficiency by November 17, 1980.
