Public Serv #::e Company of Oklahoma (PS0) is presently constructing its Black Fox Station Units 1 and 2 (BFS) under a Limited Work Authorization (LWA) issued by the Office of Nuclear Reactor Regulation (NRR) on July 26,1978 as amended on September 6, 1978 and November 30, 1978. This Authorization is commonly referred to as an LWA-I and is valid only for the specified non-safety related work expected to be accomplished prior to the issuance of a full con-struction permit for the facility.

As you are aware, a significant delay is being experienced in the licensing of nuclear facilities as a result of .the recent events at Three Mile Island, Unit 2.

P50 understands that the issuance of new licenses such as the BFS construction permits will be delayed for some time yet to be determined by the Director, NRR.

We ha.d estimated that these permits would be in hand by July 2, 1979, based on the close of the safety hearing record February 28, 1979.

These events, unassociated with the BFS docket, have caused us to look within the construction ?c5edule for additional non-safety related activities which could be taken out of establisned serJence and performed under an LWA-I.

Unfortunately, we were uo Die to find any which could be properly authorized that would contribute to our meeting the presently established commerical operation dates.

We did find, howeve.r, several which can serve as " work-arounds" to keep the on-site forces active and help avoid the costs of construction demobilization and restart. Accordingly, we ar_e requesting that certain additional construction  !

17. Construct and backfill circulating water cooling tower basins, flumes, and pump structures.
18. Excavate and construct presettling pond.

20. Construct superstructure of Water Treatment Building.
