...1-Attached is a recent letter from Mr. Martin Fate, President of Public Service Company of Oklahoma, to Harold Denton advising the NRC of the termi,.
nation of. the Black Fox project.
Public Service of Oklahoma had intended to build two Boiling Water Reactors at the Black Fox site near Tulsa, Oklahoma.
These two units were planned
.to be identical to those already approved for Hartsville years ago.
After a frustrating period of evaluating the efficacy of the project, which in-cluded the b.oldup in the Black Fox Construction. Permit by the NRC for two years, Public Service management decided to abandon the project.
Perhaps you have already seen this. letter.. However,.I am sending this to you because it i~s a thoughtful explanation of the situation utilities find.
thetnselves vis-a-vis licensing uncertainty, amplified by attitudes of public service commissions and stock analysts.
I believe this is another statement demanding greater licensing predictability if there is to be a future for nuclear power in the United States.
