Public Service Company of Oklahoma hereby submits sixty (60) copies plus three signed originals of Amendment 15 to the Black Fox Station, Units One and Two, Preliminary Safety Analysis Report.

This amendment is being submitted to update various areas of the docket. The following letters are included:

a) PSO to USNRC (T.N. Ewing to S.A. Varga) dated February 2, 1979 -

Applicants' commitment on the methodology to be used for combining the loads that occur when multiple safety relief valves actuate, specifically loads from oscillating bubbles in the suppression pool.

b) PSO to USNRC (M.E. Fate to S.A. Varga) dated February 13, 1979 -

Applicants' commitment to employ SRSS load combination methodology as stated therein, using Newmark-Kennedy criteria.

c) GE to PS0 (W.G. Gang to T.N. Ewing) dated February 12, 1979 -

List of BFS design features supplied by G.E. but not described in GESSAR NSSS (USNRC Docket STN 50-550).
