This is in response to IE Inspection Report Nos. 50-556/Rpt. 80-01 and 50-557/Rpt. 80-01 requesting Public Service Company's Corrective Action for the deviation identified during the January 8-11, 1980, NRC inspection.

The inspection revealed that " Preventative Maintenance Records", described in Procedure FPPM 4.8, Revision 1, " Storage and Preservation of Material and Equipment", were not attached to three residual heat removal (RHR) heat exchangers, as required by the procedure. Although " Preventative Maintenance Records" had been properly completed for each of the three RHR heat exchangers and were on file, they had not been physically attached to the equipment as specified in Procedure FPPM 4.8 Revision 1. Warehouse personnel informed the IE Inspector that they had not complied with this requirement as Procedure FPPM 4.8, Revision 2, pending formal issuance, would delete the requirement to attach the forms to the equipment. Procedure FPPM 4.8, " Storage and Preservation of Material and Equipment", Revision 2 was formally issued on January 9, 1980. In order to prevert recurrence of deviations of this nature, and to stress the importance of follcwing current procedures to all personnel, the following corrective actions are being implemented.

1. In coordination with BFS Nuclear Training, a training session on FPPM procedures will be presented to Public Service Company and Contractor employees directly involved with material control activities. Personnel involved have been directed by the Manager, BFS Construction to attend this class on February 15, 1980.
2. In order to familiarize all BFS project personnel in the require-ments of Field Project Procedures and Quality Field Procedures, BFS Nuclear Training has, at the direction of the Manager, BFS Construction, initiated a weekly procedural quiz. was implemented on January 18, 1980, and requires mandatory participation by all personnel.

3. In order to_ keep all personnel advised of current procedures or revisions to existing procedures, the required reading " Routing" form, provided in the Nuclear Project Training Plan, Phase VI, Continuing Training, has been implemented at the construction site.

Personnel having procedural responsibility are thereby provided visibility of current requirements.
