I feel compelled to respond to your letter of December 6,1978 reminding us of our obligation to provide the Nuclear Regulatory Commission with accurate and complete information. That obligation has been, and continues to be, paramount in my mind.

I require that all information be developed, reviewed, and submitted as though it were attested to. As you know, I am the corporate officer with direct responsibility for the project. There is no differentiation in my mind between material supplied your staff under oath or otherwise.

I have made it clear to our Region IV principal inspector that he may contact me personally to discuss any past or future problems with the Black Fox Project, including the adequacy or accuracy of the Black Fox docket proceedings. I would expect no less from you as the responsible NRC executives.

Your letter implies that we have been derelict in our responsibility to the NRC in filing docket data. I personally know of no instance where this has been true in our case, intentionally or inadvertently. If your letter was prompted by knowledge of specific instance, it is incumbent upon you to identify this for me. If there is none, I believe you should make this clear in a response to this letter, since my company is indicted by insinuation as not being responsible in our licensing effort.
