SUMMARY

OF THE FEBRUARY 6, 2019, PUBLIC TELECONFERENCE REGARDING NUSCALE POWER LLCS RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION 9135 IN ITS DESIGN CERTIFICATION APPLICATION On February 6, 2019, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale). The purpose of the meeting was to discuss NuScales response to Request for Additional Information (RAI) 9135, Question 14.03.03-5. The meeting notice was posted on the NRC website and is also in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession Number ML19002A199. The Meeting Summary is provided as Enclosure 1 which captures the summary of topics discussed during this teleconference. The Meeting Agenda and List of Attendees are provided as Enclosures 2 and 3, respectively.

DATE 02/13/2019 02/11/2019 02/13/2019 Meeting Summary Public Teleconference Regarding RAI 9135 February 6, 2019 On September 29, 2017, the staff issued request for additional information (RAI) 9135, Question 14.03.03-5 (ML17272B029), requesting the addition of inspections, tests, analyses, and acceptance criteria (ITAAC) to verify the functional arrangement or installed configuration of the NuScale power module (NPM) and chemical and volume control system (CVCS). NuScale responded on November 21, 2017 (ML17325B432), June 11, 2018 (ML18162A354), and December 20, 2018 (ML18234A174). These responses stated that the additional ITAAC requested by the staff was redundant and unnecessary because other existing ITAAC perform the verification in the ITAAC requested by the staff.

The staff reviewed NuScales responses to this RAI and after additional internal discussions, concluded that the other ITAAC described in the December 20, 2018, response addressed some, but not all, of the aspects requested by the staff in RAI 9135. NuScale asked what areas were not addressed. The staff responded that, for example, the verification of the installed orientation and alignment of valves were not addressed. NuScale asked if tests are performed to verify a system operates during ITAAC testing would that not also verify that the system was installed correctly. The staff responded that preservice testing conditions are less severe so a system could pass a preservice test, but not function properly under design-basis conditions because of installation deficiencies that could have been identified during functional arrangement ITAAC inspections.

The staff concluded the meeting by stating it could support additional technical discussion with NuScale to discuss acceptable functional arrangement ITAAC.

There was an opportunity for members of the public to provide comments and ask questions.
