50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 By your letter December 22, 1980, you requested that we implement certain interim actions, review our controls for handling heavy loads to determine the extent to which we meet the guidelines of NUREG 0612 and to identify any changes or modifications that may be required in order to fully satisfy these guidelines.
The requested time period for interim actions was initially set at 90 days.
This requirement was extended to May 15, 1981 by your February 3, 1981 letter.
The requested time period for the report documenting the results of our review of controls for handling heavy loads, the required changes and modifications, and information on how the guidelines of NUREG 0612 will be satisfied, was set at six months. The requested time period for the report documenting the results of our review of specific requirements for overhead handling systems operating in the vicinity of fuel storage pools, in the containment, and in plant areas containing equipment required for reactor shutdown, core decay heat removal, or spent fuel pool cooling was set at nine months.
We reviewed and began implementation of your request. However, more time and manpower allocation were required than we anticipated. We did not meet the requested date for implementation of interim actions.
Furthermore, we cannot meet the requested dates for the six month and nine month reports. We require a six month extension for the six month and nine month reports.
In addition, we request that the requirement to implement interim actions be delayed for each unit until the respective unit commences its next refueling outage or is required to move a load that qualifies as a heavy load, whichever is earlier.
