Dear Sir:

In my letter of December 8, 1980, I requested, on be-half of Virginia Electric and Power Company, an extension of time in which Vepco might request a hearing on certain Orders for Modification of License. These Orders, printed at 45 Fed. Reg. 75819 (Nov. 17, 1980) and 45 Fed. Reg. 76297, 76298, and 76300 (Nov. 18, 1980), impose certain requirements for the environmental qualification of safety-related elec-trical equipment. In my letter I asked that Vepco be allowed until January 8, 1981, to request a hearing, inasmuch as the compa..~y needed additional time to assess the effect of the Orders.

Because that time has almost run out, I find I must now ask again for an extension of time, this one un ti 1 February 16, 1981, for Vepco to request a hearing on any or all of the four Orders cited above. Since I sent you my December 8 lett~r,, Vepco has continued to devote attention to the environmentJ{l. qualification matter, but nevertheless it is still premature for the company to decide whether or not a ~

Vepco representatives attended a meeting on December 18 with the NRC Staff and other licensees, and it appeared from that meeting that a good deal of Staff guidance on this subject is to be forthcoming. In particular, the issuance of the Staff's safety evaluation reports, which we understand are expected about February 1 this year, will be important in making a decision. Vepco would like to avoid asking for a public hear-ing if possible, and further NRC guidance may permit it to do so.

In the alternative, as I did in my December 8 letter, I ask for a hearing on all four Orders, but only if you do not grant Vepco an extension of time.
