AND 3.8, "DESIGN OF CATEGORY I STRUCTURES" On April 2, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale) held a public teleconference meeting to discuss NuScale's plans to respond to the NRC staffs request for additional information (RAI) regarding its design certification application, Tier 2, Sections 3.7, "Seismic Design," and 3.8, "Design of Category I Structures," information. NuScales RAI response schedule is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18090A003. captures the summary of the topics discussed during the teleconference. OF THE APRIL 2, 2018, PUBLIC MEETING WITH NUSCALE POWER, LLC, TO DISCUSS NUSCALE'S PLANS TO RESPOND TO THE STAFFS REQUESTS FOR ADDITIONAL INFORMATION REGARDING SECTIONS 3.7, "SEISMIC DESIGN," AND 3.8, "DESIGN OF CATEGORY I STRUCTURES" The purpose of this public meeting was for NuScale Power, LLC (NuScale) to discuss and describe its plans and provide a schedule to respond to the NRC staffs request for additional information (RAI) regarding its design certification application (DCA), Tier 2, Sections 3.7, "Seismic Design," and 3.8, "Design of Category I Structures," information. NuScales RAI response schedule, with the NRC staffs feedback, is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18090A003.

NuScales plan and schedule provided a better understanding of the specific issues and actions that are needed to be taken to address the NRC staffs concerns. During the public meeting, NuScale and the NRC staff discussed all the elements in the closure plan. Specifcally, the participants discussed the NRC staffs comments on the proposed plan by NuScale to ensure the issues will be resolved in accordance with the schedule established in the plan. NuScale agreed to incorporate all the comments and feedback that the NRC staff provided on the proposed closure plan, and submit a revised version of the closure plan accordingly. Some of the specific actions items that were captured and agreed during the meeting are listed below:

  • NuScale agreed to provide the demand/capacity ratios for the dry dock gate to confirm NuScales assumption that the gates will not fail.
  • There is a possibility that NuScales closure plan for the Bio-shield (i.e. plan addressing the Sections 3.7, "Seismic Design," and 3.8, "Design Of Category I Structures,"

questions as well as Bio-shield questions for other FSAR Sections) will be included in the closure plan for Sections 3.7 and 3.8, but the option to keep a separate plan for the Bio-shield is also being considered.

  • The NRC staff noted that the closure plan in response to RAI 03.08.04-1 did not include the actions planned for providing the design information for the Reactor Flange Tool (RFT) and the Containment Flange Tool (CFT) and the plan for developing the seismic input motion for the upper core plate elevations when the Reactor Pressure Vessel (RPV) is placed on the RFT. NuScale will include the actions planned for addressing this issue in the updated plan.
  • The planned actions for addressing the RAI 03.08.02-14 regarding performing the Type B test for the trip and reset valve was included in the structural closure plan. The NRC staff identified some inconsistency regarding the test pressure. For RAI 9315, question 3.8.2-14, closure plan Item No. 9, NuScale commits to Appendix J, Type B tests for the RVV and RRV test and reset valve flanges to peak accident pressure, Pa. However, in NuScales DCA, Tier 2, Section 6.2.6.2, Containment Penetration Leakage Rate Test, and in NuScale TR-1116-51962-NP, NuScale Containment Vessel Integrity Assurance, NuScale commits to Type B tests for these test and reset valve flanges to RCS design pressure. The NRC staff requested NuScale to address the discrepancy and to inform 2

us of the Type B test pressure they propose to test the reset and test valve flanges.

NuScale committed to respond formally.

The NRC staff and NuScale agreed to hold a follow up meeting in May 2018 to discuss NuScales revised final closure plan before it is formally submitted for docketing.
