This letter is in response to your letter of December 9, 1982, regarding changes to the Susquehanna SES Physical Security Plan. Your comments on Change M are addressed in the attachment to this letter. The information contained in the attachment will be included in Change N to the SSES Physical Security Plan which will be submitted in February 1983.

This letter and its attachment do not contain Safeguards Information and may be placed in the public document room.

0 SUSQUEHANNA SES PHYSICAL SECURITY PLAN t

1. To clarify the definition of a "Security Officer", the following changes to the INTRODUCTION of the Plan will be effected:

~ A second paragraph under Section 5, Terms, will be added and state: "The term Security Officer, as used throughout this Plan, applies to any security force member, armed or unarmed, and is to be interpreted in its generic sense. The definitions of a Security Officer and Security Watchperson, contained in this Section, list authorized duty assignments."

~ The definition of a Security Officer will be changed to read: "A trained, uniformed licensee or contract employee who is armed while performing duties involving the protection of special nuclear material against theft, the protection of the SSES against radiological sabotage, or both. Autho-rized duty assignments include Access Control Officer, Mobile Patrol,

, Interior Patrol, Primary Search Officer, Vehicle Escort Officer within Vital Areas, Armed Response member, compensatory measure for perimeter barrier degradation and any other unprojected security need which may arise and require the presence of an armed Security Officer. Additionally, a Security Officer may perform any Security Watchperson identified duty assignment."

~ . The definition of a Security Watchperson will be changed to read: "A trained, unarmed licensee or contract employee, not necessarily uniformed, who 'provides protection for theSSES and the special'nuclear material therein in the course of performing other duties. Authorized duty assignments include performing assistant/aide duties for the Security Controller, Access Control Officer or primary Search Officer. Additional duty assignments include Vehicle Escort Officer within the Protected Area, Intrusion Detection Assessment, as a compensatory measure for Access Control and/or Perimeter Intrusion Detection during degradations and any other unprojected security need which may arise and not require the presence of an armed Security Officer."

2. Section 13.3 will be deleted and replaced with the following:

~ Section 13.3 S ecial Pur ose Detectors Installed/hand-held metal detectors and package search equipment are tested and records maintained as outlined below. SSES Security Procedures detail the specific types of tests to be performed and meet the specifica-tions set forth in Review Guidelines g3, Revision 1, Performance of Metal Detector Devices and Review Guidelines 54, Performance, of X-Ray Devices.

~ Section 13.3.1 Installed Metal Detectors Operational Testing - Each time a device is turned off or taken out of service for maintenance, an operational test shall be performed on the device prior to its being placed back into service. Additionally, detection devices in continuous use shall be tested at least once every seven days.

Performance (Calibration) Testing - At least quarterly, each time a device is adjusted or after any repairs are completed, a device will be tested.

~ Section 13.3.2 Hand-Held Metal Detectors Operational Testing To provide assurance that hand-held metal detectors are in proper working order when required to be used, an operational test willbe conducted on a daily basis.

Performance (Calibration) Testing - Hand-held metal detectors in present use shall be calibrated in accordance with the manufacturer's instructions.

~ Section 13.3.3 Pack e Search ui ment Operational Testing - Each time a device is turned off or taken out of

~ Section 13.3.4 0 erational and Performance Test Records Results of operational and performance tests will be provided to the on-duty Security Controller for entry into the SDMS.

3. The psychological evaluation referred to in Section 14.3 relates to employment suitabilityfor Security Officers, whereas the psychological evaluation referred to in Section 14.4 is utilized in conjunction with the granting of a personnel security clearance on which authorized unescorted 'access to the SSES is based. Retention procedures for Security Officer suitability psychologicals will be as contained in Section 14.3, "...for the SecurityOfficer's period of employment and at least one year thereafter." Personnel security clearance,'psychologicals are updated every five years (Section 3.2.3) and the following willbe added to Section 14.4 to clarify retention procedures: "Upon'completion of the adjudication of the five year security clearance update, the current psychological evaluation results will become a part of each individual's personnel security investigative file. Superceded psychological evaluation results will subsequently be destroyed. Upon withdrawal of a security clearance, psychological evaluation results will be retained for a period of at least one year."
