The plant was operating in MODE 1 at 100 percent reactor power on June 7, 1987.

Personnel had successfully completed Operation Surveillance Test (OST)-1013, 1A-SA Emergency Diesel Generator Operability Test, at 1350 hours0.0156 days <br />0.375 hours <br />0.00223 weeks <br />5.13675e-4 months <br />. 'ttachment 1 to the Plant Operating License requires the diesel engine to be air rolled with the cylinder head stopcocks open 4-8 hours and 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> following engine shutdown, to detect any water present in cylinders of engine. Tnis step is implemented in Operating Procedure (OP)-155, Diesel Generator Emergency Power System, which also requires the engine to be barred over prior to air rolling to detect any excessive water which may be present in cylinders of engine.

Personnel had experienced trouble with the engine barring device as it would not rotate the engine as required using plant service air. A temporary air supply from the engine's 1B-SA Starting Air Tank was then installed and the engine barring/air roll requirement successfully completed at 2255 hours0.0261 days <br />0.626 hours <br />0.00373 weeks <br />8.580275e-4 months <br />, exceeding the 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> time requirement by approximately one hour. No water was detected in cylinders upon barring/air rolling of the engine.

A modification has been installed attaching the engine barring device to Starting Air Tank air in lieu of plant service air to ensure adequate air pressure is available when required to bar over the diesel engine.

No safety consequences were involved during this event as the response of the Emergency Diesel Generator to an automatic start signal is not affected by a barring device failure.

DESCRIPTIONS The plant was operating'in Mode 1 at 100 percent reactor power on June 7, 1987.

Operations personnel were preparing to run Operating Surveillance Test (OST) 1013, lA-SA Emergency Diesel Generator Operability Test. At approximately 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br />, pre-test barring/air roll of the engine was being initiated using plant service air',

however, the engine would not bar over. A temporary air supply from the engine's 1B-SA Starting Air Tank was then installed to the barring device, to provide sufficient air pressure, and the pre-test bar/air roll of the engine was then successfully completed, and the 1A-SA Emergency Diesel Generator started at 1134 hours0.0131 days <br />0.315 hours <br />0.00187 weeks <br />4.31487e-4 months <br /> to conduct the OST. During Emergency Diesel Generator operation, the engine barring device was disassembled for inspection to determine the problem, and nothing abnormal was found. The surveillance test was successfully completed, and the engine was shut down at 1350 hours0.0156 days <br />0.375 hours <br />0.00223 weeks <br />5.13675e-4 months <br />.

Attachment 1, Section 4, to the Plant Operating License requires the diesel engine to be air rolled with the cylinder head stopcocks open 4-8 hours and 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> following engine shutdown. This is to ensure there is no water present in the engine's cylinders. If water is detected during this check, its origin must be determined and any cylinder head which leaks due to a crack must be replaced.

The air roll is implemented by Operating Procedure (OP)-155, Diesel Generator Emergency Power System, which also requires the engine to be barred over prior to air rolling to detect any excessive water in cylinders. If excessive water is present in cylinders, air rolling the diesel could cause extensive damage to engine components.

For the post-run barring/air roll, personnel again experienced difficulties as the barring device would not rotate the engine using plant service air. As was done in the pre-test situation, a temporary air supply from the engine's 1B-SA Starting Air Tank was again installed; and the engine post-test barring/air roll requirement was completed at 2255 hours0.0261 days <br />0.626 hours <br />0.00373 weeks <br />8.580275e-4 months <br />, exceeding the 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> time requirement-by approximately one hour. No water was detected on the three bar over/air roll evolutions of the engine.

CAUSE The cause of the barring device failure to bar over the engine is attributed to low

'lant service air pressure. The reportability was caused due to the inability of personnel to respond in a timely manner.

ANALYSIS This event is being reported as a violation of the Plant Operating License Attachment 1, Item 4.

There were no safety consequences resulting from this event as the response of the Emergency Diesel Generator to an automatic start signal is not affected by a barring device failure.

CORRECTIVE ACTION:

Modification PCR-1889 has been installed that allows attachment of the barring device flexible hose to the Starting Air Tank air in lieu of plant service air to ensure adequate air pressure is available when required to bar engine over.
