In accordance with our December 4, 1981 letter which forwarded PGandE's Overall Management Plan and Phase I of our design verification program, we are submitting for your review and approval the details of our Phase II program. This submittal includes the Phase II program description along with the qualifications of additional contractors PGandE proposes to per form Phase II.1~

Nr. Harold R. Denton January 13, 1982 Our Phase II submittal proposes Stone E Webster Engineering Corporation (Stone 5 Webster) as a subcontractor to R. L. Cloud Associates, Inc. (RLCA), the program manager of our independent design verification effort. Stone 8 Webster will perform the review of non-seismic safety-related systems and components as outlined in your November 19, 1981 letter. Stone 5 Webster is highly qualified to perform this design verification work based upon its extensive background and experience in nuclear power plant design and construction and in third party review of design work performed by others.

PGandE plans to continue submitting the RLCA semi-monthly report to the NRC together with PGandE's own semi-monthly status report. Any PGandE or Teledyne comments which are developed regarding the RLCA semi-monthly report together with responses to any RLCA recommendations will be included as part of PGandE's semi-monthly status report.

Upon the completion of both Phase I and Phase II, RLCA will submit separate final reports of its work. When PGandE receives a draft of the final report, PGandE and Teledyne will review it and furnish any comments, as appropriate, to RLCA to assure that the report is factually accurate and complete. After reviewing these comments, RLCA will submit a final report accompanied by the comments on the draft. The final report and comments will be simultaneously transmitted directly to the NRC, PGandE, and each consultant. These procedures are in accord with widely accepted practices for independent audits and PGandE intends to implement them subject to your review and concurrence.

Since PGandE is providing not only the qualifications of the proposed contractors but also plans for Phase II of the program to the parties in the pending licensing proceeding, we urge a single 15-day period for comment.
