L-2018-098 10 CFR 52.3 10 CFR 50.46(a)(3)

April 18, 2018 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D.C. 20555-0001 Re: Florida Power & Light Company Turkey Point Units 6 and 7 Docket Nos.52-040 and 52-041 2017 Model Year 10 CFR 50.46 Annual Report for the AP1000 Standard Plant Design

References:

1. NRC Letter to FPL dated April 12, 2018 - Issuance of Combined _Licenses for Turkey Point Units 6 and 7
2. WEC Letter DCP NRC 003328 to the NRC dated March 23, 2018 _:_ 10 CFR 50.46 Annual Report for the AP1000 Standard Plant Design The purpose of this letter is to provide a required report in accordance with 10 CFR 50.46, Acceptance Criteria for Emergency Core Cooling Systems for Light-Water Nuclear Power Reactors, for Turkey Point Units 6 and 7 (PTN 6 & 7). Florida Power &

Light Company (FPL) was issued combined licenses (COLs) NPF-104 and NPF-105 for PTN 6 & 7 on April 12, 2018 (Reference 1). The PTN 6 & 7 COLs incorporate by reference AP1000 Design Certification Document (DCD) Revision 19, and thus also the peak fuel cladding temperature calculations performed by Westinghouse EIE)ctric Corporation (WEC). Accordingly, WEC's 2017 Model Year 10 CFR 50.46 annual report (Reference 2) for the AP1000 Design Certification analysis of record (AOR) applies to PTN 6 & 7.

As described in Reference 2, there are no new emergency core cooling system model changes that impact peak cladding temperature (PCT) for the 2017 model year. The estimated PCT for the large break loss of coolant accident remains at 2010°F and does not exceed the 10 CFR 50.46(b)(1) acceptance criterion of 2200°F. The summary of the AP1000 Design Certification AOR PCT margin allocations and their bases are provided in of Reference 2.
