Thepurpose ofthis letter istoprovide a summary ofcommitment revisions associated with the Turkey Point Unit3 Emergency DieselFuelOil Fuel Storage andTransfer System. The commitments wereevaluated andrevised using theguidance provided in NEl99-04, Guidelines forManaging NRC Commitment Changes.Enclosure 1 provides theoriginal commitments.

Enclosure 2 provides therevised commitments. Enclosure3 provides thecorresponding justification for revising these commitments.

1. "The proposed threetemporary stationary tanks will bemobile trailer rectangular style tanks (43 ft long, 11fthigh, 8 ft wide) having a capacity ofapproximately 19,000 gallons each. These tanks willbeWORKSAFE"d, orequivalent, Bi-Level steel tanks, with cross style internal bracing with anapproximate emptyweight of21,000 Ibs." [Ref 1,Attachment 1, Page 8 of9)
2. "These trailer/tanks areprovided with tie-down capability andwill besecured by temporary measures towithstand winds ofatleast 120mph." [Ref1,Attachment 1,Page 8 of9)
3. "The temporary storage tanks willbelocated insidetheprotected area inthe vicinity ofthe Nuclear Plant Central Receiving Facility.

The temporary tanks will belocated greater than fifty(50) feet from safetyrelated orsafe shutdown components orcircuits. This does not produce anythreat tofire protection orsafe shutdown capability and therefore represents a configuration that isbounded byexisting fire hazards analysis." 1. "Theproposed three temporary stationary tanks will be45ft. long,11ft. high,8.5ft. wide; having a capacity ofapproximately 21,000 gallons each. These tanks areAdler FRAC Tanks aremadeof steel andwith anapproximate emptyweight of29,500 lbs.each."
2. "Engineering Evaluation (EC 294570) determined that thetemporary tanks arecapable of withstanding windsof 120 mphwithout being secured bytie-down temporary measures."
3. "The temporary storage tanks will belocated, atthe Turkey Point Fossil side,atan extension ofthe Turkey Point Nuclear site protected area, justbeyond theNuclear/Fossi boundary fence. Thetemporarytanks willberelocated inanarea greaterthan fifty(50)feet from safety related orsafe shutdown components orcircuits. This newlocation does not produce anythreat tofire protection or safe shutdown capability andtherefore represents aconfiguration that isbounded byexisting fire hazards analysis."
4. "Apumping truck will beprovided insidetheprotected area totransfer fuelfrom the temporary storage tanks tothepermanent day/skid tank systems. This truck willhave hoses ofsufficient length topumpfuel between theUnit 3 Diesel Oil Storage Tanks and the temporary storage tanks aswell astotransfer fuel fromthe temporary tanks totheUnit 3 EDGDayTank Alternate fillStation located atthenorth side of the unit3 EDGBuilding.

Thepumping truck will also facilitate movement fuelof toeither of thetwofills attheUnit 4 EDGbuilding."

5. "Intheevent ofa hurricane, thepumping truck along with hoses would begaraged etc.,

1. Therevised commitment documents theupdated style oftanks tobeused for storage of theDieseloil fuel. Theoriginal commitment documents thedimensions, thestyle, the capacity andthe weight ofthetanks. These tanks wheninplace, would each have a footprint ofapproximately 43ft. by8.5ft., capacity of21,000 gallons andanemptyweight of29,500 Ibs. Based on the dimensions, style, capacity andweight, theAdler FRAC style steel Tanks arefound to be equivalent tothepreviously approved temporary stationary style WORKSAFE" steel tanks.
2. TheAdler FRAC tanks have anempty weight of29,500 lbs.Thetanks areconstructed with only arear setofwheels requiring to be hitched toa truck inorder tobemoved. EC294570 determined that thetanks, evenempty, are capable ofwithstanding winds upto120mph.

Furthermore, ffeach tank isfilled toapproximately halfwaywith only 10,000 gal offuel, the weight isincreased by68,000 lbs.for atotalweight of97,500 lbs.pertank. Thus, there is reasonable assurance that the tanks willnotbemoved eveninthe eventofinclement weather evenwithout temporary tie-down measures.

3. Therevised commitment relocates thetemporary tanksin the vicinity ofthe neighboring FPLTurkey Point Fossil Units 1and2,inanarea just northof the Turkey Point Unit 3 Emergency Diesel Generator building. Forthe duration ofthe10-year surveillance, this area will have atemporary fence erected around itandsecurity personnel will bestationedat this location,andassuch, this location will beconsidered anextension of theTurkeyPoint Nuclear Plant Protected Area(PA). Therelocation ofthe temporary tanks inthe vicinity of theFossil plant isless than theprevious location oftheCentral receiving area, which wasat least 1,000 ft.away.However, relocation ofthetemporary tanks will stillbeat least 50ft.

awayfrom anysafety-related orfire safe-shutdown components orcircuits. Since the new location isoutside ofthenormal PA,and thus outside ofanyexisting fire zones for the plant, thenewlocation does notrepresent anythreat tofire protection orsafe shutdown capabilityandtherefore represents a configuration that isbounded byexisting fire hazards analysis.

4. Therevised commitment eliminates theneed tohave a mobile fuel transfer tanker dueto theproximity ofthetemporary tankers totheEDGs.Instead, afuel transfer system shallbe availablethat candirectly connect between thetemporary tankers andtheEDGfuel supply lines asnecessary. Thevendor willprovide a pumping truck with hoses ofsufficient length topumpthe fuelbetween theUnit 3 DOSTandthe temporary tankers aswell astotransfer fuel toeither ofthe twotruck fills attheUnit 4 EDGbuilding ordaytank truck fills(auxiliary fill station) attheUnit 3 EDGs.

5. Therevised commitment identifiestheFLEX building, astherobust structurefor the storing pumping truck inthe event ofa hurricane, which isdesigned towithstand windsofatleast 120mph. Bychanging the garage location, there isnoadditional risk addedifthepumping truck isgaraged attheFLEX building which meetsSeismic Category Irequirements.
6. Therevised commitment ensures that manual actions required toprovide a 7 daysupplyof fuel tothe EDGscaneasily beaccomplished inthe17hours ofEDGoperation evenwith lower than thetop-off levelsoftheEDG Day andskid tanks,butw ithin thenormal operating band ofacombined capacity of3,790 gallons. With Unit 3 EDGrunning atratedcapacityof 2500KWwith thelower levels (ofcombined capacity of 3,790gallons), theruntime of17 hours continues tobemet.
7. Therevised commitment updates thecombined capacity oftheEDGDayandskid tanks to reflectthelowering ofthetop-off levels from 3880to3790 gallons. Thechanged commitment hasnotnoimpact ontheruntime of55hours for theUnit 3 EDG(assuming fuel oiltransfer from Unit4)prior toreaching theTechnicalSpecification minimum volume for U nit4 fuelstorage of tanks.
