'Results Of the six areas inspected, no apparent items of noncompliance or deviations were identified in five arreas; one apparent item of noncompliance was found in one area (Deficiency - QA indoctrination of site personnel - paragraph 7).

5.

Inspector Follow-up Item (389/79-12-01):

NAMCO Limit Switches.

EBASCO is taking action to assure that NAMCO switches meet the required qualification requirements.

This item will remain open pending completion of actions for those switches requiring correction/replacement.

6.

Independent Inspection a.

The inspector observed construction activities in the reactor building and reactor auxiliary building.

Also, the inspector held discussions with management personnel regarding the affect of the recent quality control inspector strike.

The inspector discussed with the licensee actions by U.S. Testing Company to assure that certified inspectors are performing quality control work.

The inspector reviewed and discussed the current plan of action for the strike and the affect of a continued strike on consppuctjon acgjvigje :

The inspector reviewed the site document control for specification and quality procedures (SQP's).

The inspector reviewed SQP-7 and selected several specifications and quality procedures to ensure proper control of revisions at several document locations.

The review revealed that the selected specifications and quality procedures were being controlled in accordance with SQP-7 requirements.

Two minor discrepancies were noted in 'regard to a quality procedure change and a specification copy in one document location.

The discrepancies were subsequently corrected by document control and were not indicative of a document control breakdown.

No items of noncompliance or deviations were identified.

QA Indoctrination FPM procedures AQR.2.2, SQP-19 and QP 2.5 are the controlling procedures for Quality Assurance (QA) indoctrination.

The inspector reviewed the above noted procedures and held discussions with site personnel responsible for QA indoctrination.

procedures require that supervisory and non-supervisory personnel performing activities affecting quality receive QA indoctrination.

The inspector determined that non-manual personnel perforining safety-related work receive QA indoctrination and training records reflect completion of the required training.

Discussions with the construction superintendent and training coordinator revealed that manual employees do not receive QA indoctrination.

The inspector pointed out that SQP-9 requires indoctrination for manual employees and that SQP-19 requires records to be maintained for indoctrination activities.

The inspector informed the licensee that the failure to perform and record QA indoctrination for manual employees constitutes a noncompliance.

This item of noncompliance is determined to be of the deficiency level since the threat to the health and safety of the public is considered remote.

This item is identified as a deficiency, item 389/80-01-01, QA indoctrination for manual employees.

a.

Item 389/79-18-04; Damage resulting from collapse of guyed derrick'crane during Hurricane David.

On December 7, 1979 the licensee provided an interim report to RII regarding the collapse of the CBI guyed derrick.

As a result of the licensee's interim report, RII has expressed several concerns to FPGL which require proper resolution prior to the installation of the crane mask and installation of the guy wire over St.

Lucie Unit 1.

The licensee has reported that a

supplemental response on Region II's concerns will be provided to RII by January 15, 1980.

Pending resolution of RII's concerns, the site manager's office has stated that the guyed derrick installation will not proceed with guy wire installation over St. Lucie Unit 1 and mast installation without RII concurrence.

It is expected by all 'involved parties that the resolution to the RII concerns as previously submitted to FPM, willbe resolved via the FPL supplemental response due January 15, 1980.

This item will remain open pending receipt of the licensee's final report and RII review of licensee action I

Item 389/80-01-02:

Falsified Concrete Test Cylinders Data.

On November 7, 1979, the licensee reported to RII a deficiency involving falsification of test data on concrete test cylinders.

The site review of this problem indicates that the concrete under question is acceptable based on a review of test data by a different technician.

board.

The inspector has reviewed this item and considers this item closed.

Conduit End Bells.

On November 7, 1979 the licensee reported to NRC Region II that shallow stop end bells were installed in lieu of deep stop end bells in safety related PVC conduit applications.

On December 7,

1979, the licensee provided on interim report on the deficiency.

This item will remain open pending receipt of the licensees final report and review by RII.

Deficient pipe spool pieces.

On December 21, 1979, the licensee reported to RII that Class 2 and Class 3 pipe spool pieces were incorrectly procured with 304 SS flanges in lieu of 316 SS flangles.

Inspection and Enforcement Bulletins (IEB's)

IEB 79-23:

Potential Failure of Emergency Diesel Generator Field Exciter Transformer.

On November 13, 1979, the licensee provided a response to this bulletin in a letter to RII.

On January 14, 1980, the inspector informed the licensee by telephone that the FPRL response is inadequate.

RII pointed out that responses to IE bulletins should be made as directed by the bulletin and not via the St. Lucie 2 FSAR to be submitted March 1980.

This item will remain open pending receipt of a supplemental report from the licensee.

On October 23, 1979, the licensee provided a response to this bulletin in a letter to RII.

On January 14, 1980, the inspector'nformed the licensee by telephone that the FPSL response is inadequate.

RII pointed out that responses to ISE bulletins should be made as directed by the bulletin and not via the St. Lucie 2 FSAR to be submitted March 1980.

This item will remain open pending receipt of a implemental report from the licensee.
