RII:TEB 50-389 80-01 DEFICIENCY: Indoctrination and Training - Failure to Follow Procedure As required by Criterion Y of Appendix B, 10 CFR 50, implemented by Florida Power 5 Light Topical Quality Assurance Report 5.0, "Activities affecting quality shall be prescribed by documented instructions, procedures or drawings .. and shall be accomplished in accordance with these instructions, procedures or drawings." Florida Power 8 Light (FPL) Procedure SQP-19, "Site Quality Procedure Indoctrination and Training," requires that manual employees receive an indoctrination program to familiarize new employees with the principals, policies, and procedures unique and committed to nuclear regulatory requirements and the manner in which they are accomplished by use of written controls for construction. SQP-19 requires that records be maintained which document the conduct of training and indoctrination activities.

Contrary to the above, an indoctrination program is not administered to manual employees and indoctrination records are not maintai ned for manual employees.

RESPONSE: Florida Power,8 Light has evaluated the finding and subsequently reviewed Site Quality Procedure SQP-19, (formerly Administrative Site Procedure ASP-12), and have initiated a temporary change to provide clarifi-cation on indoctrination. In general, it is the position of the FPL Quality Assurance Department that QA indoctrination is not intended for those manual employees normally provided by the local construction trade unions, such as general foreman, foreman and craft personnel although information may be disseminated to such personnel considered necessary by their management.

For example, all welders receive extensive documented indoctrination and training in the Site Weld Control Program.

In addition, following the recent labor disturbance shutdown, St. Lucie Unit 2 site management at its own initiative has incorporated in the site orientation program summarizing statements regarding many of the essential features of a QA Indoctrination Program. These include an awareness of the role of the NRC and its inspectors, site quality organization and inspection functions, problem disposition and corrective action, site tagging procedures and special process requirements. Attendance at these orientation sessions is mandatory and recorded.
