Management Meeting At the request of NRC Region II, representatives of Alabama Power Company and their Architect-Engineer, Bechtel, met on October 7, 1980, with Region II and NRR personnel in Atlanta, Georgia. The purpose of this meeting was to discuss the anticipated resolutions of the probless identified in the first and second surveillance inspection of the post-tensioning system in the Unit I reactor containment building. The first surveillance inspection was performed in Spring,1978 and the second was performed in Spring,1980.

The following specific items were discussed:

Problems which were experienced with calibration of the hydraulic ran a.

after the second sur-aillance inspection had been completed.

b.

The rate of less of the p:estress force measured in the tendons between the first and second inspections which is larger than predicted.

The large number of visual defects (e.g., lack of grease in tendon c.

voids, presence of water in tendon voids, broken tendon wires, unacceptable buttonheads etc.) which have been identified in tendons

examined in the first and second tendon inspections.

Problems identified during the tendon surveillance inspections were not reflected in the original construction QC records. This is a i

possible indication that QC inspection during fabrication of the

post-tensioning system may not have been adequate.

The lack of prompt resolution of problems identified during the sur-veillance inspections.

The licensee stated that the next tendon surveillance inspection on Unit I was originally scheduled to be performed in Spring,1982. However, due to the problems identified in the second surveillance inspection, a decision has been made to perform this inspection 1 year earlier, in Spring,1981.

The licensee stated that a Licensee Event Report (LER) would be submitted to NRC within 30 days of the date of t.his meeting which would address the following points.

a.

The number of tendons to be examf aed in the surveillance inspection to be conducted in Spring, 1981.

b.

A committment to keep Region II informed of the results of the inspec-tion as the inspe: tion is in progress, c.

Details of the steps to be taken to expand the number of tendons examined when visual defects are discovered during the surveillance inspection.

d.

A committment to compare the results of the current tendon surveil-lance inspection.with the original QC inspection records.

A committment to promptly resolve problems disclos-d during the tendon e.

surveillance inspection.

Unresolved item number 348/80-26-01 identified in the NRC inspection of September 10-12, 1980, will be examined by NRC in an Inspection which will be conducted after the 30 day LER is submitted by the licensee and reviewed in detail by NRC.

The licensee will address the possible implications which the results of the tendon surveillance inspections performed on Unit I may have on the Unit 2 pe=t-tensioning system in a separate report to NRC Region II.
