'J s, Section Chief, FFMS Branch Date Signed SUMMARY Inspection on August 27-29, 1980 Areas Inspected This routine, unannounced inspection involved 32 inspector-hours onsite in the areas of management controls of the radiological environmental monitoring program, quality control of analytical measurements, installation and operability of radio-logical environmental monitoring stations, review of radiological environmental monitoring reports and data, review of radiological environmental monitoring procedures and implementation of the radiological environmental monitoring pro-gram.
Results Of the six areas inspected, no apparent.tems of noncompliance or deviations were identified.

Man;gement Controls Technical Specification 5.1.1 assigns responsibility for assuring that a.
the radiological environmental monitoring program is conducted in accord-ance with Section 3.2 of the Environmental Technical Specifications.
Administrative procedures were reviewed which document assignment of responsibility to organizations and individuals for the operation of the environmental monitoring program including the maintenance and operation of sampling stations and the collection of samples for submittal to contractors for analysis.
The inspector had no further questions in this area.

Technical Specification 5.3.3 provides for auditing of the activities performed in the environmental monitoring program.
Licensee audit reports for 1978 and 1979 were reviewed and determination was made that established procedures provide a system for reporting audit reaults_to supervisory personnel. Records show that a followup system is used to insure that corrective actions for deviations and deficiencies are accomplished in a timaly manner. There were no further questions.

Quality Control of Analytical Measurements Section 5.5.1 of the Technical Specifications refers to requirements for a quality control program. Analytical measurements performed as part of the radiologie:ai environmental monitoring program are conducted under contracts with Eberline Instrument Corporation, Teledyne Isotopes and the University of Georgia Center for Applied Isotope Studies. The contractors participate in the EPA croucheck program, furnish quality control information to the licensee and are regularly audited by the licensee's quality assurance group. The inspector reviewed the results of the annual quality assurance audits of the analytical measurements associated with the radiological environmental monitoring program for 1978 and 1979 and had no further questions.

Implementathn of the Environmental Monitoring Program Section 3.2.1 and Table 3.2.2 of the Technical Specifications contain requirements for the implementation of the radiological environmental monitoring program, including sample locations, sampling frequency and sample analysis.
Section 5.6.1 contains requirements for reporting the
,
results of the environmental monitoring program. The inspector reviewed licensee reports and determined that required reports have been submitted on schedule with required content. The review also revealed that require-ments for sampling locations, frequencies and analyses have been met within variables accommodated by the Technical Specifications.
Annual radiological environmental operating reports for 1978 and 1979 a.
and the system for the detection of biases or trends in the data were reviewed and found to be adequate. An annual land use census was taken as required. Record of sample collection and flow calibration of air monitoring stations were reviewed and found to be complete. Review of sampling records revealed that damaged equipment and anomolous or missing data has received immediate attention and that corrective action has been promptly taken.

The inspector had no further questions.
b.
All ten of the licensee's particulate filter and charcoal cartridge air monitoring stations and associated TLD stations were inspected during a routine sample run. The stations were found to be operating and the TLD's intact and in good condition. Inspection disclosed that all of the licensee's air sampler vacuum pumps are properly vented and that all charcoal and particulate filter holders fit tightly into a

4-3-rubber gasket so that representative air samples are obtained. This closes unresolved item (348/78-30-01, 364/78-18-01). There were no further questions.

The inspector reviewed radiological environmental procedures and revisions and observed the r.ethod for collection of air particulate and charcoal filters, forage samples and water samples.
The inspector pointed out that exchange of air filters would be improved by the use of tweezers with sharper points, or forceps, and that there are several types of instruments which could be used to facilitate the removal of the tightly fitted charcoal cartridges. Licensee representatives agreed that acquisition of these tools would improve the sampling program and made arrangements to order them immediately.

Farley 2 Environmental Technical Specifications The Farley environmental monitoring program was reviewed with regard to meeting the requirements in the proposed Farley 2 Radiological Environmental Technical Specifications. It appears that the licensee will have no diffi-culty in meeting the requirements of the new specifications since the present rediological environmental monitoring program is in practice at least as comprehensive as that which will be required by the new Technical Specifications. There were no further questions.
