Licensee Action on Inspector Followup Item (Open) Followup Item No. 327/80-15-02 identified an additional support not shown on the design drawing in the Auxiliary Feedwater System. As a result of further inspections by SNP inspectors, 14 additional supports not shown on design drawings were found installed out of 80 isometrics. These results'

concluded the NRC inspector tc request from TVA a letter of commitment to implement this verification for as-built supports for all sites under construction.

Bulletin 79-14)

The purpose of this inspection was to review the data of the inspection and evaluations conducted by TVA personnel in satisfying the * specific requirements of the Immediate Action Letter (IAL) issued on April 29, 1980 and to resolve further inspection requirements needed to satisfy IEB 79-14.

The TVA inspection program to satisfy the IAL was divided into three types of inspections as follows:

Isometric No. EDS-0600102-05-02 Rev. 4 During the review of these packages it was revealed that the pipe analysis isometric walkdown and the engineering evaluations conducted for the detail hangers reviewed to determine the category of severity of a discrepency were accomplished without any approved written procedures.

The failure to have approved written procedures for conducting the special

activities mentioned above, appears to be noncompliance with Criterion V of Appendix B,10CFR 50 and Technical Specifications Section 6.8.1 and is iden-tified as an infraction, Item No. 327/80-21-01, Failure to establish procedures for special inspections.

The inspector held o*scussions with the licensee's management and with the resident NRC inspector on the finding of this inspection, and recommended the follocing conditions be met to satisfy the IAL and the requirements of the bulletin:

All discrepencies identified as category 1 (discrepancies that have a a.

definite potential for causing a loss of pressure bondary) and all inaccessible category 2 (descrepencies having a minimum potential for causing a loss of pressure bondary) supports will be repaired before initial criticality.

b.

All safety related systems analyzed by the alternate criteria method cbove 2 1/2-inch in diameter have to be inspected to satisfy the requirements of the bulletin.

Identify the systems and the time frame in which the remaining systems c.

Valve weight and material verification will be performed against the input into the computer program for the 8 systems identified stress under the physical piping drawings plus on a sampling basis for the remaining systems to be inspected.

All remaining inspections and evaluations will be done by approved written procedures. The NRC inspector informed the licensee ' that a letter of confirmation would be forth coming after approval of their letter.

This IE Bulletin 79-14 remains open until all inspections and evalua-tions are completed and evaluated by the NRC.
