Licensee Action on Previous Inspection Findings There were no previous inspection findings.

Unresolved Items Unresolved items were not identified during this inspection.

Preoperational Environmental Monitoring and Surveillance a.
Preoperational environmental monitoring and surveillance program commitments, defined in the TVA Final Environmental Statement for the Sequoyah Nuclear Plant, and the conditions imposed upon the Construc-tion Permits by the Initial Decision, have been completed as required.
The programs consisted of nonfisheries biological studies including synoptic water quality monitoring in the Chickamauga and Nickajack Reservoirs, and detailed fisheries studies in the above cited reserynirs.
b.
The nonfisheries program was initiated in 1971. Monitoring, surveil-lance and data collection was completed in 1977. The final report has been submitted to and approved by the NRC. The subject studies were conducted to determine significant changes prior to plant operation in the relative abundance, species, species diversity, and composition of bottom fauna, plankton (zooplanton and phytoplankton) periphyton and ichthyoplankton. -2-licensee representatives and reviewed associated water quality data collected during program implementation.
The inspector's review included water quality analytical methods, procedures and quality control. All water quality data has been entered into EPA's STORET system for storage and retrieval. There were no questions regarding this item.
c.
The preoperational fisheries studies were initiated in 1971 and completed in 1978.
The subject repoct has been submitted to and approved by the NRC. There were no questions regarding this item.
d.
Other preoperational programs included the following:
(1) studies of the natural thermal regime of the Chickamauga Reservoir in the vicinity of the plant; (2) physical characteristics of reservoir stream flow.
The thermal study included establishment of permanent water temperature monitors within the plant vicinity, and the determinatica and statistical analysis of baseline diurnal and seasonal temperature fluctuations.
There were no questions regarding this item.
6.
Implementation of Construction Permit Requirements The " Initial Decision" issued by the Atomic Safety and Licensing Board on December 1974, imposed upon the Sequoyah Nuclear Plar.c Construction Permits CPPR-72 and CPPR-73 the condition that the preoperational monitoring program described in the TVA Final Environmental Statement shall be verified by a comprehensive report to the staff (AEC/NRC) which defined an appropriate data base for environment. The following reports, discussed in Paragraph 5 above, summarize the preoperational environmental programs conducted:
(1)
" Status of Nonfisheries Biological Communities and Water Quality in Chickamauga and Nickajack Reservoirs Before Operation of the Sequoyah Nuclear Plant 1971-1977";
(2) "Preoperational Fisheries Report for Sequoyah Nuclear Plant".
The above reports have been submitted to and I
approved by the NRC. The inspector had no questions regarding this item.
7.
Environmental Protection Program As required by Paragraph 4 of the Construction Permits, the licensee imple-mented a program and appropriate procedures for protection of the environment
'
during plant construction. Elements of the program selected for inspection and review included air quality, solid waste management, chemical wastes, management and storage of hazardous materials, site erosion and runoff control.
Inspection disclosed that each of the above cited program elements were implemented as required. Although major plant construction activities have been completed, construction in progress during inspection appeared to be adequately managed to preclude adverse impact on the terrestrial and aquatic environment.

8.
Review of Operational Environmental Program The operational Envircrunental monitoring program requirements related to water quality and aquatic biota are specified in the NPDES Permit No.
TN 026450 issued by EPA to TVA. This reference is cited in Section 3.0 of Appendix B (Environmental Technical Specifications - Non-Radiological) to Sequoyah Unit.1 Facility License No. DPR-77.
The NRC will rely on the NPDES Permit f or protection of the aquatic environment from non-radiological effluents; however, a' report on the environmental programs for the previous year shall be submitted to the NRC within 90 days following each anniversary of issuance of the subject operating license. There were no questions regarding this item.
