As required by Section 6.8.1 of the technical specifications, " Written

'

procedure shall be established, implemented, and maintained covering the

!

l

activities ~ referenced in Appendix A of Regulatory Guide 133, Revision

i

2," and TVA Division of Engineering Design, Enginee' ring Procedure EN DES-

l

EP 1.01, Preparation and Processing of Division-Level Engineering

Procedures, Section 31, states that all activities affecting the quality

!

of design, construction, and operation will-be done with controlled written

i

instructions or procedures.

I

Contrary to the above, as of June 26, 1980, approved written procedures

l

were not available to perform the isometric walk-down inspections and

l

engineering evaluations.

Corrective Steps Which Have Been Taken and Results Achieved

i

l

At the time of the actual inspection work, it was inaccurately believed

that Sequoyah Nuclear Plan: Maintenance Instruction 6.17 (MI 6.17) fully

met the requirements of the NRC. Upon joint review during the June 24-26

inspection, it was agreed that this was not true. On July 14, 1980, the

procedures actually followed by design employees were approved and issued.

In addition, approved procedures were issued before the current IE Bulletin

'

79-14 inspection work began on Sequoyah unit 1.

Corrective Steps Which Have Been Taken to Avoid Further Noncompliance

The appropriate employees have been informed that all future TVA efforts

with respect to IE Bulletin 79-14 require approved procedures before any

actions.

We are now is full compliance.
