Results Of the areas discussed, no apparent items of noncompliance or deviations were identified. The licensee, both management and staff, provided significant com-ments on the scope and timing of numerous items in the draft NUREG. Safety concerns were expressed regarding over prioritizing of licensees efforts by the NRC and the heavy impact on limited industry resources.

Meeting The meeting was conducted on January 22, 1980 with those persons listed in Paragraph 1 above.

The purpose of the meeting was to discuss with the licensee the NRC action plans for near term operating licenses (NTOL), that

were developed as a result of the TMI-2 accident - NUREG 0660 (Draft). Also, to hear the license.e's assessment of what impact these NTO prerequisites will have on them and to get their assessment of the items relative to safety.

Three separate meetings were held, one with TVA management, one with prospec-tive shift technical advisors, and one with licensed operators.

The licensee responded with questions and comments during the meeting.

Concern was expressed by the licensee that the high degree of prioritizing of their effort to implement NRC requirements since the TMI-2 accident and the heavy impact on the licensees and industry resources may have a negative impact on safety. Also, that the NRC had grossly underestimated the resources required to implement the action plan items.

The licensee was informed that their comments would be presented to the NRC Action Plan Committee.
