This routine, unannounced inspection was conducted in the areas of IEB 79-02, Pipe Support Base Plate Design Using Concrete Expansion Anchor Bolts and IEB 79-14, Seismic Analysis for As-Built Safety related Piping System Results:
In the areas inspected, violations or deviations were not identifie The licensee demonstrated a high level of safety consciousness throughout its organization including management, engineering staff and craft employees. ALARA considerations were given a high priority during the support verification walkdown. "Pipe Support Base Plate Design Using Concrete Expansion Anchor Bolts," and IEB 79-14, "Seismic Analysis for As-built Safety-related Piping Systems."
IEB 79-02 concerns the fact that factors of safety presented in manufacture's publications were developed in ideal, laboratory conditions and are not necessarily representative of actual installation practices, especially when seismic and cyclic loadings are considere The licensee was required to verify:
factors of safety between the bolt design load and the bolt ultimate capability, that base plate flexibility was taken into account in the calculation of anchor bolt loads, that the specified design size and type was properly installed, et IEB 79-14 concerns the analytical technique for combining seismic loads and the validity of input information for seismic analysi The licensee was required to assure that seismic analysis of safety-related piping systems accurately reflect the as-built configuration of the plan In the course of the inspection, numerous CP&L instructions and procedures of Plant Modification M-492, entitled "As-Built Safety-related (Q-List)
System Piping Analysis" were reviewed, including "Anchor Bolt Installation Instructions," "Grouting Instructions," "Restraint Modification Forms,"
"Welding Procedures,"
"Design Basis,"
and
"Inspection Acceptance
Criteria."
Also, the EBASCO "IE Bulletins 79-02/79-14 Program Procedures Manual" was reviewed with an emphasis on the following:

Verification of Anchor Bolts and Base Plates Under the Requirements of I.E. Bulletin No. 79-02 The inspector conducted a field walkdown of 17 supports included in the 79-02/79-14 Modification to Compare the As-Built Configuration, including welds, member size, geometry, etc., to the hanger drawin Also checked were the hanger attachment points to the piping compared to their respective locations according to the isometric drawing The supports were selected in a manner to obtain a representative sample of different sized piping as well as different support arrangements. Pipes ranged from the 24"0 Auxiliary Coolant Line to the 2"0 Demineralizer Water Lin Drawings of the supports walked down include:
