30703 - Exit Interview The inspector met with the licensee representatives denoted in paragraph 1 at the completion of the inspection on November 27, 1985, and summarized the scope and findings of the inspection.
At no time during this inspection was written material provided to the licensee by the inspector.
3.
85102 Nuclear Material Control and Accountin a.
Or anization and 0 eration The inspector verified through review that the licensee had main-tained written procedures for nuclear material control and accounting and that written statements of responsibility and authority had been established for those positions with responsibility for special nu-clear material (SNM) for Unit 1.
The procedures were included in the licensee's administrative procedure, number AP-3.6, - Special Nuclear Material Control Procedure.
The licensee revised the procedure on November 8, 1985 to incorporate the Nine Mile Point Nuclear Station, Unit 2.
The procedures were found to be adequate for the control of special nuclear material.
b.
Shi in and Receivin The inspector determined through review that the licensee had main-tained procedures to assure that all special nuclear material shipped or received was accurately accounted for.
A review was performed of all DOE/NRC Form-741's generated during the period April 1, 1982 - September 30, 1985 to determine proper sig-nature, timely dispatch, and accuracy of data.
No discrepancies were note Stora e agdQnternal Control The inspector determined through review that the licensee was main-taining and following a system of written material control and accounting procedures which provided for knowledge of the quantity, identity, and current location of all SNM-bearing materials within the facility.
The licensee was maintaining Item Control Areas ( ICA's) that included the reactor vessel, spent fuel pool, new fuel vault, temporary SNM storage areas, and other areas that were appropriate for SNM contained in other than fuel.
~Inventor The inspector performed an inventory verification on November 26, 1985, which consisted of a piece count of the assemblies in the spent fuel pool and a comparison of the fuel location history card file to the core loading and spent fuel pool map.
Fuel bundles were as follows:
Location Unit
Unit 2 Reactor Vessel Spent Fuel Pool Total Bundles 532 1244 1776-0-
-0-The licensee informed the inspector that the new fuel for Unit 2 was expected during December, 1985.
The licensee had conducted physical inventories as required by 10 CFR 70.51(d).
The licensee's last physical inventory was performed Octo-ber 2, 1985.
Records and Re orts The inspector reviewed the licensee's records and source data and all Material Balance Reports (DOE/NRC Form-742) submitted by the licensee during the period April 1, 1982 - September 30, 1985.
Total uranium and U-235 fission, transmutation, plutonium. pro-duction and decay records were also reviewed.
No discrepancies were noted.
Exhibits I and II of this report summarizes the licensee's nuclear material'activities for the period April 1, 1982 - September 30, 198 f.
Hang ement ek Naterials Control S stem The inspector determined through review that the licensee was main-taining a management system which provided for the revision, imple-mentation and enforcement of nuclear material control and accounting procedures.
There was an organization structure responsive to the nuclear material control and accounting requirements, the license and applicable NRC regulation EXHIBIT I NINE MILE POINT UNIT
