Special Unannounced Physical Security Inspection on October 16-17, 1985 (Report No. 50-220/85-21)

Areas Ins ected:

Special inspection to review the circumstances and the licensee s action relative to an object being passed through the protected area fence.

The inspection invol'ved ll hours onsite by one region-based inspector.

Results:

The licensee was found to be in compliance with NRC regulatory requirements in the area reviewed.

The incident was not detected by the security force because of equipment malfunction beyond the licensee's+>control.

Back round On October 11, 1985, at approximately 12:45 pm, the NRC resident inspector observed an individual in the protected area pass an object through the protected area fence to an individual on the outside of the protected area.

The NRC resident inspector reported his observa-tion to licensee security management who promptly investigated the incident.

The licensee's investigation disclosed that the object was a credit card and that it was passed through the fence by a relatively new plant employee to his wife who had called him earlier to arrange for the transfer of the card.

The licensee also found that the intrusion detection system ( IOS) in the area (zone)

where the transfer occurred was malfunctioning at the time and that the encroachments of the isolation zones were not observed by either the Central or Secondary Alarm Station (CAS/SAS) operators.

On October 16-17, 1985, a

NRC regional inspector reviewed the circum-stances surrounding the incident.

The inspector reviewed the Physical Security Plan and implementing procedures, the licensee's investiga-tion and relevant computer alarm records.

The inspector did not interview the employee involved in the incident because he was out of

-3-the state for a week-long training course.

The inspector determined that the licensee had adequately investigated the incident, and confirmed that the alarm zone in which the transaction had taken place was not intentionally ot inadvertently defeated at the time and had been previously tested in accordance with NRC and licensee requirements.

The failure of the alarm to annunciate was apparently the result of malfunction in that alarm zone which was beyond the licensee's control.

MC 30703 Exit Interview The inspector met with the licensee representatives listed in paragraph

at the conclusion of the inspection on October 17, 1985, and reviewed the purpose and scope of the inspection and presented the inspection findings.

As a result of this incident, the licensee committed to implement the following actions:

General employee training will place increased emphasis on the restrictions to approaching the protected area barrier.

This action will be complete by October 30, 1985.
