The inspectors reviewed procedures and observed security force members providing protection for new fuel. No discrepancies were note Inspector Follow-Up Item 50-410/84-10-01 is close . MC 92701 - Status of Inspector Follow-Up Items (Plant Physical Security program)

The following Inspector Follow-Up Items (IFI's), identified during the initial preoperational security program review (NRC Region I Inspection Report 50-410/84-10), were reviewed: IFI 84-10-01 thru 25. Licensee actions regarding IFI's 84-10-01, -03, -04, -08, and -09 were found acceptable and these items were closed. The remaining items remain open and will be reviewed during future security program review . MC 81022 - Security Organization The licensee expanded the existing proprietary security force to accommo-date needs at Unit 2. The inspectors reviewed training records and determined that all additional perscnnel have received training in accor-dance with the NRC approved Training and Qualification Plan, including firearms. The licensee had completed the general construction of vital areas; however, the inspectors observed that the security hardware on several doors had been installed improperly, and the walls and floors in several areas still contained openings. The licensee informed the inspectors that a comprehensive vital area survey had been conducted which identi-fled these openings and that work had started to secure these opening Inspector Follow-Up Item 50-410/84-10-11 remains open pending correction of the hardware problems and openings in vital area . MC 92703 - Follow-up on NRC Inspection and Enforcement Bulletins, Circulars and Notices The inspectors reviewed the following IE Information Notices with the licensee to determine if they were considered during the development of the Unit 2 security progra IE INFORMATION NOTICE 85-08 (Employee Protection): The inspectors observed copies of Section 210 of the Energy Reorganization Act of 1974, and 10 CFR 50.7 that will be posted on the security organization bulletin board when Unit 2 is fully licensed and viewed the posting of these at Unit 1. The licensee also stated that the Niagara Mohawk Power Corpora-tion Quality First Program provides a mechanism for employees to raise safety issues, free from discrimination.
