Status and Schedule for Nine Mile Point 2 Downcomer Issue On February 18, 1986, Niagara Mohawk requested a schedular exemption concerning the downcomers for Nine Mile Point 2.

The exemption was requested "to allow completion of the analysis and any resulting requirement for modification of the installed downcomers in an orderly manner."

The staff's evaluation of the exemption requested is included in Supplement 3

to the SER issued in July 1986.

A schedular exemption to General Design Criterion (GDC) 2, until the first refueling outage, was granted for the downcomers in the Nine Mile Point 2 operating license issued October 31, 1986.

On April 2, 1986, the NRC staff met with member s of your staff to discuss the options Niagara Mohawk was considering to resolve the downcomer problem.

At that time your staff indicated that it had estimated NRC staff review of this issue would take 3 months.

The NRC staff stated that the review could take considerably longer.

No new schedules or information have been provided by your staff on this issue since that meeting.

Although, it is our understanding that the first refueling outage for Nine Mile Point 2 is scheduled for Spring 1989, in order to assess Niagara Mohawk's pro-'ress in completing the actions required to meet GDC 2, and to allow the NRC to schedule staff resources for the review of the downcomer issue, we request the information listed below be submitted to the NRC.

Because this issue may be a

subject during the Commission briefing for full power operation, we request this information be submitted no later than 10 working days before the Commission briefing.

The information to be submitted should include; 1.

summary of efforts and progress on the downcomer issue since February 18, 1986 2.

schedule for first refueling outage 3.

schedule for submittals from Niagara Mohawk including the following; a.

completed reanalysis of downcomer design b.

detailed description of proposed modifications, if any 4.

discussion of options presently being considered by Niagara Mohawk.

schedule by when completion of NRC review will be needed in order to not affect the restart schedule (Note:

completion of NRC review may not be equivalent to approval) 7.
