ATTACHMENTResonsetoInsection50-220/85-01SafeShutdownCaabilitsnteventoa>re1.0UnresolvedItem50-220/85-01,DeviationfromaLicensingCommitment1.1NRCDescription:AsaresultofaninspectionconductedonJanuary21-25,1985,andinaccordancewithNRCEnforcementPolicy(10CFR2,AppendixC)publishedintheFederalReistraronMarch8,1984(49FR8583)thefollowingdeviationfromalicensingcommitmentwasidentified:TheFinalSafetyAnalysisReport(FSAR),SectionX.K,paragraph4.0,statesthatallfireprotectioncomponentsaredesignedandinstalledinaccordancewiththeapplicablestandardsoftheNationalFireProtectionAssociation(NFPA).NFPAStandards20and803requirethatthedieselfirepumpbeseparatedfromtheelectricfirepumpbya3hourfirebarrier.Contrarytotheabove,thedieselfirepumpisnotseparatedfromtheelectricfirepumpinthattheircontrolcablesareinstalledinacommontraylocatedatelevation261feetoftheScreenandPumpHousewithoutanyfirebarrierseparationinbetween.NiagaraMohawkPowerCorporationisherebyrequestedtosubmittothisofficewithinthirtydaysofthedateoftheletterwhichtransmittedthisNotice,awrittenstatementorexplanationinreply,including:1)thecorrectivestepswhichhavebeentakenandtheresultsachieved;2)correctivestepswhichwillbetakentoavoidfurtherdeviations;and3)thedatewhenfullcompliancewillbeachieved.

1.2Response:1.2.1Correctivestepswhichhavebeentakenandtheresultsachieved:Thedieselenginedrivenfirepumpcircuitsforremotemanualstartingandindicationwillbemodifiedbyinstallinginterposingrelaysandseparatelyfusingthecircuit.ThelossoftrayllTN2willrendertheelectricfirepumpinoperableandwillcauselossofonlyoneofthetwosourcesofcontrolpowerforthefirepumpcontroller.Theredundantunaffectedcontrolpowersupplyinconduitprimarilyruninthe261feetelevationfloorslabwouldprovidecontrolpowerforautomaticoperation(lowwaterpressure,lowairstart)orlocalmanualstartofthedieselenginedrivenfirepump.Additionally,approximatelyfourfeetofthatconduitnotruninthe261feetelevationfloorslabwillbeenclosedinathree-hourfirebarrier.Theredesigndescribedabovehasbeencompleted,exceptforthethree-hourenclosureforthepartiallyexposedconduit.InstallationiscurrentlyplannedtobecompletedbySeptember30,1985.

1.2.2Correctivestepswhichwillbetakentoavoidfurtherdeviations:TheredesignofcontrolcircuitryforNineMilePointUnit1firepumpsisnotexpectedtooccuronacontinuingbasis.Ingeneral,however,modificationstothosesystemsdescribedinourFSAR,inaccordancewith10CFR50.59,requireaSafetyEvaluation.Thisevaluationincludesafireprotectionchecklist,andasnecessary,thischecklistisreviewedbyourFireProtectionSupervisor.1.2.3DatewhenfullcompliancewillbeachievedBythemodificationdescribedin1.2.1above,thedieselfirepumpandelectricalfirepumpcontrolcablesinstalledinacommontraylocatedintheScreenandPumpHousewi11beincompliancewiththeNFPA20and803separationcriteriabySeptember30,1985.2.0Unresolveditem50-220/85-01-02,AdequacyofFireProtectionforRedundantSafeShutdownTrainsinReactorBuilding2.1NRCDescription:Thelicenseeestablishedseveralfirebreakzones(FBZs)intheReactorBuildingtoprovide20feetofseparationbe'tweentheredundanttrainsofsafeshutdownsystemsinaccordancewithAppendixR,SectionIII.G.2.b.TheFBZsareprovidedwithautomatic

4.0UnresolvedItem50-220/85-01-04,EnhancementofIlluminationLevelt~~ProvidedbyEmergencyLighting4.1NRCDescription:0Thelicenseehasprovidedtherequiredemergencylightingtoallareasinspectedbytheteamamongtheseareasneededforoperationofthesafeshutdownequipmentandinaccessandegressroutesthereto.However,theteamfeltthatilluminationlevelprovidedbytheinstalledemergencylightingmaybemarginalinsomeoftheseareasandadditionalemergencylightingmaybedesirableforsafeshutdownoftheplantintheeventofafire.Thelicenseeagreedtostudytheneedforadditionallightingbyusingoperatorstowalkdownthesafeshutdownproceduresandcommittedtoprovideadditionallightingwherevernecessary.ThisisanunresolveditempendingcompletionoftheabovelicensingactionanditsreviewbyNRC(50-220/85-01-04).4.2Response:Preliminarywalkdownsanddesignsforadditionalemergencylightinghavebeencompletedbyourengineeringstaff.Keyareasofthesafeshutdownprocedureswillbewalkeddowntoassesstheneedforadditionalemergencylighting.Thesewalkdownswi11beperformedbyEngineeringwiththeassistanceofOperations,FireDepartmentandElectricalMaintenancepersonnel.Anyadditionalemergencylightingnecessarywi11beinstalledbyFebruary28,1986.nS
