Re: Nine Mile Point Unit 2 Docket No. 50-410 Enclosed is a copy of two Stone & Webster Engineering Corporation's calculations pertaining to the design of the Nine Mile Point Unit 2 containment.downcomers. These calculations were discussed during our meeting with the Nuclear Regulatory Commission staff on December 20, 1985. Thete calculations are titled:

Downcomer Response to SRV Air Bubble Load (F.S.I.) Number 12177.08-PX-60012, and 2.
Downcomer Analysis and Fatigue Evaluation Number MS-1869 Rev. 1 Stone & Webster Engineering Corporation has advised us that these calculations contain information which is considered to be proprietary.
In connection with Section 2.790(a)(4) of the Commission's regulations, it is hereby requested that these documents be treated by the Commission as confidential and proprietary and be withheld from public disclosures. As required by Section 2.790(b)(1), an affidavit from Stone & Webster Engineering Corporation is attached hereto in support of this request.

I, William C. Drotleff, being duly sworn according to law depose and say I am Vice President of Stone & Webster Engineering Corporation (SWEC) and that:

For the reasons listed below, the material contained in SWEC Calculation Nos. MS-1869-1 and PX-60012-0 in response to the U.S. Nuclear Regulatory Commission (NRC) Safety Evaluation Re-port Confirmatory Item 13(i) which is being filed with the NRC by Niagara Mohawk Power Corporation (NMPC) in connection with its license application for Nine Mile Point Nuclear Station -
Unit 2, Docket No. 50-410, contains information considered by SWEC to be confidential information containing trade secrets and should be withheld from public disclosure.

In support of its averment that the above-mentioned information is confidential, SWEC provides the following reasons:
a.
The information sought to be withheld consists of analyti-cal techniques used in the analysis of the downcomers, a design feature of the primary containment.
These tech-niques were developed by SWEC.
b.
The subject material was developed at considerable expen-diture of SWEC resources and is of substantial value to SWEC in the conduct of its business. These techniques are marketable and their disclosure could have an adverse com-mercial impact on SWEC.
It is, accordingly, the customary practice of SWEC to treat such material as confidential commercial information.
c.
To the best of my knowledge and belief, the identified material is not available from any public source and has not been made available to third parties, except in confidence.
