Supplement to 1986 Annual Environmental Operating Report for Millstone Nuclear Power Station, Unit No. 3 Environmental Protection Plan (EPP) Noncompliance After reviewing audit results for 1986, the Environmental Review Board (ERB) has identified one EPP noncompliance. Therefore, Northeast Nuclear Energy Company (NNECO) submits this supplement to the 1986 Annual Environmental Operating Report as committed by Reference (1).

.The EPP noncompliance is that a copy of the modified NNECO NPDES Permit was not submitted to you until March 6,1987 (Reference (2)), rather than as required by Section 3.2 of the Millstone Unit No. 3 EPP (Reference (3)). In the March 5,1987 subinittal, we stated incorrectly that the modification to the l

NPDES permit involved only Millstone Unit No. 2. In fact, the modified NPDES permit also incorporated several changes for Millstone Unit No. 3, including I discharge of boric acid, hydrazine and steam generator chemical i- decontamination wastewater.

1 Corrective Action

1. As noted, the modified NPDES permit was submitted in March 1987 (Reference (2)).
2. As a result of ERB discussions and preparing this letter, necessary plant and supporting corporate personnel have been made properly aware of reporting requirements related to NPDES permit changes. Since there is one NPDES permit for the entire Millstone Nuclear Power Station, NNECO inteads to submit all Millstone NPDES permit changes to the NRC. This will develop a consistent habit and help preclude missing a submittal of NPDES permit changes that, for example, focus on Millstone Unit No. 2 but also affect Millstone Unit No. 3. l l
3. In addition, the corporate staff that has lead responsibility for submittal of l NPDES permit changes will have a procedure in place by October 31,1987 l to ensure copics of NPDES permit changes are sent to the NRC.
