t Introduction This repon fulfills the monitoring requirements for Millstone Nuclear Power Station, NPDES Permit No. CT0003263, renewed December 14,1992.
As requested in Form Letter, DEP to each NPDES facility, dated January 1,1988 (C01988), and
- recognizing DEP's requirement'to submit data to EPA, NNECO will make every effon possible to submit the DMRs by the 20th of the month. However, in cases where the required data are not available, the DMRs will be submitted no later than the last day of the month in which they are due.
Egsults and Discussions Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR sheets attached. With the exception of hydrazine, ethanolamine and boron, all sampling and analyses were conducted in accordance with approved procedures set forth in EPA i
Publication 600/4-79-02. As the plant is unaware of an EPA approved method for analysis of hydrazine, boron, and ethanolamine, Nonheast Nuclear Energy Company submitted its own procedures (D10309) for DEP approval on October 4,1996.
The computerized data logging report of the continuous monitoring program is included as Table I for each month. This repon is included because it provides data for the daily range of pH, temperature and flow, a requirement of the NPDES permit. The DMR form does not have provisions for daily ranges. These data are computer-generated summaries of 15 minute sample averages.
General Note - DMR Forms The DMR fonns have some errors, omissions, and incorrect reponing requirements when compared to the permit requirements. They are included and defined on Table 2.

On the dates listed below, wastewaters containing small amounts of hydrazine were detected in

one of the High Level Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent J
with the manner in which similar wastewater has been previously handled, and as described in i
correspondence (D10682, D10715 and D10751) to the Department, the wastewaters in the j
J HLWDT were processed through the demineraltzers and filters associated with DSN 001C-2 nior to discharge from the Waste Test Tanks. These wastewaters met all limits associated with 3SN 001C-2. Further, no hydrazine above detectable limits (< 5 ppb) using spectrophotometry was found. The dates and volumes discharged are provided below. These discharges were previously reported in writing (D10873) to the Department.

Hydrarine Removal Prior to Discharoino DSN 001C-3 e
Wastewaters containing small amounts of hydrazine were detected in the Low Level Waste Drains Tank (LLWDT) associated with DSN 001C-3. Consistent with the manner in which this wastewater has been previously handled, the wastewater in the LLWDT was processed through filters associated with DSN 001C-3 and recirculated within the LLWDT to remove hydrazine to below detectable limits based on spectrophotometry (<5 ppb). These wastewaters met all limits associated with DSN 001C-3. The dates and volumes discharged are provided below. These f
discharges were previously reported in writing (D10751) to the Department.

Discharue of Unit 2 Reactor Buildine Closed Coolinu Water (RBCCW) Sumo Wastewater NNECO has previously discussed with the Department the discharge via DSN 001B-9 of certam j
wastewaters due to service water header leakage at Unit 2. Due to maintenance activities in the plant, the normal pathway (DSN 001B-5) could not be used, and these wastewaters were 1
1 directed to the RBCCW sump and discharged from DSN 001B-9. The source of the water was 1
service water. This wastewater was discharged on the following dates through DSN 001B-9 and has been reponed previously in writing to the Department (D10837). At the time of each discharge, hydrazine was not detected (<350 ppb) usmg the titration method I

j With respect to the wastewater discharged on February 18, 1997, this discharge was verbally reported to the department on February 19,1997 and in writing on February 24,1997 (D10837).
This discharge occurred with only one service water pump in operation. Pursuant to Millstone Station's NPDES Permit, discharge permit requirements for DSN 001B-9 include the following:

"A minimum of two condenser circulating pumps shall be in service on Unit 2 during discharge except during Unit 2 shutdowns During Unit 2 shutdowns, the maximum discharge flow shall l
be 8.5 gallons per minute and a minimum flow equivalent to two service water pumps shall be in service on Unit 2 during discharge." With the concurrence of the Department, this provision refers to the specific situation where a shutdown Unit 2 includes the shutdown of the circulating pumps. Accordingly, the limitation on discharge flow does not apply when at least two

condenser circulating pumps are in operation. In this instance, the maintenance activity was terminated after 8,000 gallons were discharged when it was realized that the discharge was occurring with only one service water pump in operation.
Discharue of Unit 2 Deicine Pit On February 6,1997 approximately 1920 gallons of wastewater from the Unit 2 deicing pit were discharged. The water was analyzed and met all discharge criteria for DSN 001B-9 prior to l
discharge. Due to the similarity in source water, the results are reported in DSN 001B-9 in this report.

f Somov Water Potentially Identified in Unit 3 Turbine Buildinn Floor Drain On February 19,1997, a worker noticed what appeared to be soapy water in a Unit 3 Turbine Building Floor Drain. The floor drain system discharges to DSN 006. DSN 006 was immediately.
sampled and evaluated for evidence of the presence of soapy water. None was found. It was therefore inconclusive how much, if any, soapy water solution was actually discharged. The cleaning staff were reminded of best management practices for these types of substances.
Unit 3 Auxiliary Boiler Discharne via DSN 001C-6(b)
Results from the analysis of this discharge are included on Table 5.
