Dear Mr. Grier:

i Reference 1 Letter D10959 from S. E. Scace to ). Grier dated April 9,1997 Reference 2 Letter D10751 from S. E. Scace to J. Grier dated February 11,1997 i

i Millstone Station Notification of Dischaigns Millstone Unit 3 Northeast Nuclear Energy Company (NNECO) has previously discussed with you protocols fo the processing of certain wastewater containing trace amounts of hydrazine until no hydrazine above i

detection limits is observed (References 1 & 2). Following-up on our prior oral notifications, NNECO hereby submits the following written notification of discharges occurring between April 12,1997 7,1997. These discharges were discussed with you by phone on April,14,1997, April 18,1997, A 1997 and May 7,1997,

1. Hydratie Removal Prior to Discharae via DSN 001C-2 On the dates listed below, trace amounts of hydrazine were detected in wastewaters in the High Le Waste Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent with the m similar wastewater has been previously handled (Reference 1), the wastewaters in the HLWDT were

)

processed through the demineraliers and filters associated with DSN 001C-2 prior to discharge from i

Waste Test Tanks. 'Ibese wastewateis met all permit limits for DSN 001C-2. Further, no hydrazine detectable limits (<5 ppb) using spectrophotometry was found. The initial concentrations detected, and volumes discharged are provided below.

4 On April 26,1997, wastewater containing trace amounts of hydrazine was detected in the B Low Level I

Waste Drains Tank (LLWDT) associated with DSN 001C-3. Consistent with the manne wastewater has been previously handled (Reference 2) the wastewater in the LLWDT was processed through a fiher and domineralizer to remove hydrazine to below detectable levels based on spectrophotometry (<5 ppb). ' Ibis wastewater met all limits associated wi:h DSN 001C-3. He initial hydrazine concentration ded date and volumes discharged are provided below:
