Millstone Nuclear Power Station Monthly Discharge Monitoring April 1997 Paragraph 3 of the referenced NPDES Permit requires that discharges from the permitted facility be monitored according to a specified schedule and results be reported to the Water Management Bureau by the end of the month after the month in which samples are taken. Northeast Nuclear Energy Company (NNECO) herein submits the attached report for the month of April 1997.
Any variations from the permit are explained in the section headed "Results and Discussions" enclosed.
Additional samples taken at NPDES locations and analyzed with approved methods are included on Tables 3,4 and 5.

This report fulfills the monitoring requirements for Millstone Nuclear Power Station, NPDES l
Permit No. CT0003263, renewed December 14,1992.

As requested by the DEP in a letter to each NPDES facility, dated January 1,1988 (C01988),
l and recognizing DEP's requirement to submit data to EPA, NNECO will make every effort l
possible to submit the DMRs by the 20th of the month. However, in cases where the required data are not available, the DMRs will be submitted no later than the last day of the month in which they are due.
Results and Discussions Results of the continuous, weekly and monthly monitoring programs are summarized on the DMR sheets attached. With the exception of hydrazine, ethanolamine and boron, all sampling l
and analyses were conducted in accordance with approved procedures set forth in EPA l
Publication 600/4-79-02. Northeast Nuclear Energy Company submitted its own analysis l
procedures for these chemical substances (D10309) for DEP approval on October 4,1996.
The computerized data logging report of the continuous monitoring program is included as l
Table 1 for each month. This report is included because it provides data for the daily range of pH, temperature and flow, a requirement of the NPDES permit. The DMR form does not have provisions for daily ranges. These data are computer-generated summaries of 15 minute sample I
averages.

compared to the permit requirements. They are included and defined ori Table 2.

Hydrazine Removal Prior to Discharge via DSN 001C-2 Waste waters containing trace amounts of hydrazine were detected in the High Level Waste i
Drains Tanks (HLWDT) associated with DSN 001C-2. Consistent with the manner in which I
similar wastewater has been previously handled, and as previously discussed with ti;e Department l
and described in correspondence (D11114) to the Department, the wastewaters in the HLWDT l
were processed through the demineralizers and filters associated with DSN 001C-2 prior to discharge from the Waste Test Tanks. These waste waters met all limits associated with DSN 001C-2; no hydrazine above detectable limits (< 5 ppb) using spectrophotometry was found.
Hydrazine Removal Prior to Discharge via DSN 001C-3 Waste water containing trace amounts of hydrazine was detected in the "B" Low Level Waste Drains Tank (LLWDT) associated with DSN 001C-3. Consistent with the manner in which similar waste water has been previously handled, and as previously discussed with the Department and described in correspondence (D11114) with the Department, the water in the LLWDT was processed through a filter and demineralizer to remove hydrazine to below detectable levels based on spectrophotometry (<5 ppb). This waste water met all limits associated with DSN 001C-3.
Aerated and Coolant Waste Monitoring Tank Dischalggs NNECO has previously discussed with the Department and reported (D)1074) the discharge via DSN 0018-2 and 001B-3 of Reactor Building Closed Cooling Water (RBCCW) wastewaters due to maintenance activities associated with the draining of the Unit 2 "A" RBCCW header. These activities occurred on April 12,19 and 241997. This wastewater included system drains from the radioactive portion of the RBCCW system and contained hydrazine. Hydrazine is not addressed in NNECO's NPDES permit at DSN 0018-2 or DSN 001B-3. These wastewaters were processed through demineralizers and filters associated with DSN 001B-2 and 0018-3. At the time of each discharge, the wastewaters were below detectable limits for hydrazine (<3.2 ppb).
Discharge of Unit 2 Reactor Building Closed Cooling Water (RBCCW) Sumo Wastewater NNECO has pre,viously discussed with the Department the protocol for the discharge via DSN 001B-9 of certam wastewaters due to certain maintenance activities at Unit 2. Due to these activities, the normal pathway (DSN 001B-5) could not be used, and these wastewaters were j
directed to the RBCCW sump and discharged from DSN 001B-9. Discharges occurring during l
the month of April were reported in writing to the Department (D11074). At the time of each l
discharge, hydrazine was not detected (<350 ppb) using the titration method.

Discharge of Unit 2 Deicing Pit as DSN 0018-1(a)
On April 24,1997 Unit 2 discharged approximately 3,500 gallons of wastewater from the deicing i
pit. As this discharge contained wastewater from the Steam Generator sample sinks, the results are reported as DSN 001B-1(a) in this report. The discharge was analyzed and met all discharge requirements for DSN 001B-1(a).
Use of Emergency Service Water System Beginning on March 29,1997, and throughout the month of April, Unit I used the Emergency Service Water (ESW) System in place of the normal service water system to cool the Turbine Building and Reactor Building heat exchangers. As previously discussed with the Department, ESW is sea water taken from the intake structure through backup service water pumps. During plant shutdown, ESW backup pumps provide approximately 25% of the flow of normal service water. There is temporary chlorination of this system to prevent biofouling. The water gets routed to the circulating water discharge tunnel (DSN 001 A) and service water discharge tunnel (DSN 001 A-5). Both locations are permitted to discharge up to 0 25 mg/L Free Available Chlorine. The Department was previously notified of this activity verbally and in writing (D10932).

Fuel Oil Soill On April 28,1997 a spill of approximately two gallons of Number 4 fuel oil onto pavement occurred at Unit 3. A spill report was called into the National Response Center, and this was followed by a written report (D11079) to the DEP and the Coast Guard.
Notification of Service WMer System Strainer Backwash Discharge By way of verbal notification on May 20 and 22,1997, and by way ofletter dated May 27,1997 (SES-97-GN-090), NNECO advised the Denartment of the discharge of service water system strainer backwash at Millstone Units 1,2 and 3. As expWd at a meeting with the Department on May 29,1997, backwash water is supplied by the se..Me water system. NNECO has confirmed that the strainer backwash water at all three Units cotains residual chlorine. The wastewater generated from the backwash operation at Units 1 and 2 flows to the screenwash discharge (DSN's 002 and 003 respectively). The discharge of the Unit 3 strainer backwash flows to two pipes (each approximately 3 inches in diameter) located on the east and west faces of the Millstone 3 intake structure. While chlorination and discharge of service water in authorized by the Department, NNECO is continuing to review the discharge of service water at these specific locations had been previously identified to the Department. Also, as discussed with the Department on May 27,1997, NNECO is in the process of reviewing engineering and regulatory l
options with respect to the discharge of service water backwash at each Unit.

May 30,1997 Unit 3 Closed Cooling Water System Discharges As discussed in last month's DMR, (D11003) NNECO has identified the presence of freon at trace levels in the Unit 3 Reactor Plant Chilled Water System (RPCW). Due to cross ties with the RPCW system, freon may also be present in the Reactor Plant Closed Cooling Water System
- (RPCCW). Additional analytical testing was performed as part of NNECO's investigation into this matter and will be provided under separate cover as requested by the Department. While l
l freon was not found above detection in any of the subsequent sampling, trace levels of other 1
organic substances were detected. Upon receipt of the laboratory results, these findings were verbally reported to the Department on May 12,1997 and are as follows:
